LEAD PROGRAM ANALYST (UTILITIES)
Summary You will serve as a LEAD PROGRAM ANALYST (UTILITIES) in the Utilities Billing Section of NAVAL FACILITIES ENG COMMAND MARIANAS. This position is also subject to a Cost of Living Allowance (COLA) currently set at 12.04%. COLA is subject to change without notice. Selectee must be located within the commute area of the command upon entry to duty. Responsibilities You will compile, audit, analyze and assess utilities raw data for each customer. You will develop plans and processes to correct deficiencies found and recommend solutions to avoid deficiencies and satisfy utilities customers. You will develop action plans needed to complete projects and execute assigned tasks for special projects. You will prepare and submit monthly forecast of the utilities budget comprising of electrical, water. sewage, steam, demineralized water and overhead budget, and provide justification for any deviations. You will communicate to the analyst assignment, project, problem to be solved, action events, milestones, and/or program issues and deadlines for completion. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and advising on the evaluation of the effectiveness and efficiency of the Utilities and Energy Management Product Line organization's program and operations.
