The Lead Project Manager (LPM) is a senior level Project Manager that acts as the Government's primary point of contact for support on a portfolio of eDiscovery and Staffing projects, as well as performing lead/coordinating duties. Additionally, the LPM oversees and manages the efforts of the Project Manager team for a large number of projects at the Franklin Court Building Document Center (FCB Doc Center).
The LPM directs and coordinates all FCB Doc Center resources, including subordinate Project Manager staff and staff resources – to include responsibility for the overall quality assurance and timeliness of delivery of PM work product, consulting with CORs (Contracting Officer Representatives) and OLS Case Managers (CMs) concerning overall FCB Doc Center operations (e.g. scheduling, work assignments, staffing, progress reporting, data security, and invoicing), and coordinating functions with other Contractor components.
For eDiscovery projects, the LPM is primarily responsible for all support provided to a particular case, particularly coordinating the collection, tracking, processing, hosting, review, and production of Electronically Stored Information (ESI) as well as hard copy material to support DOJ case teams, investigators, and attorneys during all phases of an investigation and/or litigation.
For staffing projects, the LPM is primarily responsible for recruiting, onboarding, training, administrative staff management, timesheet approval, and other related activities for all staff in their supervisory organization.
For all projects, The LPM will have frequent contact via email, phone calls, virtual meetings, and on-site meetings with the CORs, CMs, trial attorneys, client agency staff, and occasionally opposing counsel. This position is expected to regularly be onsite for performing duties at the Document Center, for overseeing the work and meeting with the PM staff, and for routine meetings with customer Points of Contact.
**General Duties and Responsibilities**
+ Simultaneously manage a portfolio of moderately active and moderately sized eDiscovery and/or Staffing cases, working seamlessly with Amentum managers and technical staff, as well as DOJ attorneys and case managers.
+ Manage individuals or small teams of legal professionals embedded with case/project teams in various on-site locations, or at the FCB Doc Center.
+ Regularly meet and communicate with customers, staff, and subcontractor staff. This includes formal reporting of case status, and customer engagements, as well as routine and expected informal check-ins. Track and monitor communications to ensure open sharing of information among all relevant parties.
+ Establish collaborative relationships with co-workers, team members, and serve as a trusted partner to DOJ customer(s).
+ Work with Amentum functional departments such as Recruiting, HR, GSCM, Finance and others, as needed to support projects.
+ Responsible for timely and accurate execution of Amentum invoicing process. This includes reviewing preliminary and final invoices, narrative creation and aggregation, timesheet corrections, ensuring staff timesheets are updated accurately and on time, providing status updates and regular communication to management and Finance.
+ Identify and report to management on opportunities for new projects, services, and contract growth.
+ Assist with regular (weekly/monthly) and ad-hoc reporting, developing project plans, process documentation, and proposal preparation and response.
+ Responsible for administrative duties related to managing a team and/or projects.
+ Identify, propose and execute process improvements, develop workflow standards, identify opportunities for innovation and implement accordingly, and participate in program and/or cross-functional initiatives and internal projects.
**eDiscovery Duties and Responsibilities**
+ Manage all aspects of eDiscovery/Document Review projects.
+ Consult on use of litigation technology, eDiscovery best practices, data culling methods, and project workflows.
+ Design and implement document review workflow. Provide real-time support to review team.
+ Report on document review progress, provide reviewer metrics, provide ad-hoc reporting as requested, maintain and update Amentum tracking logs and project notebooks, provide additional reporting to case teams, OLS, and Amentum management as needed.
+ Relativity searching, batching, coding layout creation, dashboards, pivots, indexing, search term report creation/execution/troubleshooting, summary reports, executing scripts, exporting documents, and generating document productions. Processing account and group access requests and user permissions.
+ Formulate project budgets, price estimates, developing level-of-effort (LOE) projections, track case financials/spend, and monitor the health and scope across projects (i.e., time, cost, and resource statuses/impacts).
+ Case team communication - Kick off calls, weekly case meetings, check-in calls and ad-hoc calls regarding specific issues and challenges.
+ Assist with other projects as required by customers and/or Amentum management.
**Staffing Duties and Responsibilities**
+ Manage individuals or small teams of legal professionals both embedded with the attorneys at customer locations and at the FCB Doc Center.
+ Act as direct supervisor/manager for staff and be responsible for staff performance.
+ Manage subcontractor staff.
+ Manage, execute, monitor, and report on staff recruiting activities
+ Manage, execute, monitor, and report on staff administrative activities.
+ Assist with other projects as required by customers and/or Amentum management.
**Required Qualifications**
+ Must be able to obtain and maintain MRPT facility credentials/authorization. Note: US Citizenship is required for MRPT facility credentials/authorization at this work location.
+ At least six years of progressively more responsible experience in major litigation support projects, including at least one year of Project Manager experience or equivalent.
+ Demonstrated ability to manage numerous complex and time-critical litigation support activities simultaneously, including technical/data processing support activities and cases involving e-discovery.
+ Demonstrated ability to interact with attorneys on complex support activities.
+ Requires expert knowledge of litigation support.
+ Requires outstanding writing skills, outstanding oral communication skills, and outstanding management skills.
+ Strong technical background as demonstrated through user level knowledge of e-discovery tools and data management. Demonstrated working knowledge of the Government’s and Contractor’s IT environment in which the work is to be performed, as well as Contractor’s “standard solutions” for e-discovery. Requires knowledge of the Government's data processing environment in which the work is to be performed, including office automation networks, PC-based databases and other applications, and internet and server-based databases and other applications, such as Relativity, Brainspace, LAW PreDiscovery or other document review platform.
+ Must be able to anticipate litigation support needs and develop and execute detailed plans for addressing needs.
+ Undergraduate degree required. Law degree, advanced technical certification, or other pertinent graduate degree valued. Substantial significant experience may in some cases be substituted for degree requirement.
**Preferred Qualifications**
+ Advanced degree or Juris Doctor (JD) is desirable.
+ Prior experience using Relativity Conceptual and Structured Analytics, or similar technology is desired.
+ Assisted Review and/or Continuous Active Learning experience desired.
+ Certifications preferred: Relativity Certified Administrator (RCA), Certified eDiscovery Specialist (CEDS), Project Management Professional (PMP).
+ Experience in hiring, managing, and evaluating staff.
+ Experience in managing budgets for cases.
