Summary:
The Lead Regulatory Affairs Analyst is a member of Energy Transfer’s Intrastate Regulatory Affairs department and will be based in the Company’s Houston, Texas office. The position will work under the general direction of the Senior Director of Regulatory Affairs and will have responsibility for a wide range of regulatory activities relating to Energy Transfer’s growing portfolio of intrastate natural gas pipeline assets. The candidate will assist in the preparation and submission of various filings to relevant state and federal regulatory commissions, such as the Railroad Commission of Texas (“RRC”) and the Louisiana Department of Energy and Natural Resources (“LADNR”), and the Federal Energy Regulatory Commission (“FERC”), and other agencies.
The candidate will be a key contributor in the preparation and filing of rate case applications with the RRC and FERC, which involves, among other things, compiling data and conducting comprehensive analyses to support the filings; preparation of the rate case components (revenue requirement, cost of service data, and rate design); preparation of expert testimony; and responding to data requests.
The candidate will work collaboratively with other functions within the Company to prepare any necessary changes to existing, or to create new, tariffs or Statement of Operating Conditions (“SOCs”) and submit such filings with the relevant state commission and/or FERC.
The position will assist in providing guidance to other internal departments to ensure compliance with state and FERC regulations and policies. The position will assist in the preparation of reporting obligations.
The role works closely with other internal departments such as Legal, Commercial, Accounting and Tax to ensure successful regulatory outcomes and compliance with regulations.
Essential Duties and Responsibilities:
- Progressively develop a deep and comprehensive understanding of state and federal regulations impacting the Company’s intrastate natural gas pipeline business, with the ability to summarize and provide internal guidance on compliance with such regulations.
- Analyze and develop materials and information to support regulatory filings.
- Create accounting, financial and other schedules to support rate case filings.
- Assist with the preparation and presentation of expert testimony.
- Prepare responses to data requests related to regulatory applications, rate cases and audits.
- Prepare and submit regulatory agency applications, reports, or correspondence.
- Ability to file tariffs and rate cases with state commissions and FERC.
- Monitor, analyze and summarize actions taken by state and federal regulatory bodies that impact the business.
- Support the preparation of internal training on compliance with existing and changing state and federal regulations and policies.
- Collaborate and work with other functions within the Company to support rate case, SOC and tariff, reporting obligations, and any other regulatory filings.
- Develop and maintain general working knowledge of other pipelines’ rate and SOC/tariff filings at the state regulatory bodies and FERC.
- Perform other related duties as required to meet the ongoing needs of the organization.

- Bachelor’s degree or relevant experience.
- Regulatory experience in the natural gas industry.
- Knowledge of cost-of-service ratemaking and rate design principles.
- Strong verbal and written communication skills.
- Strong organizational skills and attention to detail.
- Ability to manage and work with complex issues in a fast-paced environment.
- Ability to work independently with minimal direction as well as part of a team.
- Ability to multi-task, prioritize work and adapt to changing deadlines.
- Knowledge of TariffShark software.
- Depending on qualifications, the successful candidate will be offered a position at an appropriate level.
Required experience is commensurate with the selected job level:
The Specialist/Analyst level requires a Bachelor’s degree or equivalent experience and 2-5 years of relevant job related experience The Senior Specialist/Analyst level requires a Bachelor’s degree or equivalent experience and 5-8 years of relevant job related experience The Lead Specialist/Analyst level requires a Bachelor’s degree or equivalent experience and 8+ years of relevant job related experience Working Conditions:- The job primarily operates in a professional office environment.
- The role requires prolonged periods of sitting or standing.
- Occasional overnight travel required.
- Occasional visits to pipeline and related facilities which may include an awareness of operational safety requirements as well as exposure to extreme temperature conditions and loud machinery and require appropriate personal protective equipment.
