GovCIO is seeking a versatile Scrum Master responsible for managing O&M, enhancement and other IT development activities at the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE). This includes utilizing scrum master tools to conduct sprint and release activities, provide risk identification, manage actions, and uphold team accountability.
ResponsibilitiesResponsibilities:
Organizing and facilitating daily stand-up meetings, reviews, retrospectives, sprint and release planning, demos and other Scrum/Kanban-related meetingsManage JIRA board and backlog for sprint executionFacilitate the inter-connection and dialogue between multiple intersecting development contracts to help promote a cohesive final product for the customerAssisting with internal and external communication, improving transparency, and information sharingManaging parallel application development and Project/Product implementation processesAssisting team with making appropriate commitments through story selection and task definition; identifying and removing impedimentsPreventing distractions that interfere with the ability of the team to deliver on release goals; facilitating discussion and conflict resolutionEmpowering the team to self-organize; improve the productivity of the teams; ensure that the team strives to make each increment of functionality potentially releasable codeTracking and communicating team velocity and sprint/release progress, maintaining process documentationUpdating physical and electronic agile tracking systems to provide transparency on product backlogs and in-progress work; supporting Development Managers and Project/Product Managers as necessary- Ensuring that development teams are practicing/following core agile principles of collaboration, prioritization, team accountability, and visibilityWork with Product Owners and Scrum Teams in requirements decomposition, backlog refinement, and breakdown of user stories and tasksInterface with internal and Government management personnel QualificationsQualifications:
Required Skills and Experience
Bachelor’s Degree - Engineering, Computer Science, Systems, Business or related scientific / technical discipline preferred with 9+ years (or commensurate experience)Experience working in agile environments, leading scrum teams or task teamsCurrent Scrum Master certificationMust have experience with diverse IT projectsMust be well versed in full systems development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure, and management practicesDemonstrated and current experience delivering systems/tools/solutions in production, while transitioning to better technology solutionsMust possess excellent communication skills and be able to facilitate and document meetings effectivelyAnalytical and investigation skillsAbility to work independently with minimal guidance and supervisionFacilitate daily scrums, stand-ups, and meetings to monitor project progress and resolve any issues the team may be experiencingMust possess excellent interpersonal communication skills, both verbal and writtenMust possess the ability to explain intricate and complicated concepts and ideasAbility to deliver on-time, meaningful outcomes, while coordinating multiple assignments, maintaining a positive attitude, and providing exemplary customer service3+ years of experience work in dynamic customer delivery environmentsClearance Required: Ability to Attain a DHS Clearance (Must be US Citizen)

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
