Lead Specialist, Emergency Response Program

Virgin Galactic is seeking a Lead Specialist, Emergency Response Program working for the Virgin Galactic Sr. Manager, Mission Integration. The individual will be accountable for the oversight of the Emergency Response Program across the enterprise. This role is for a hands-on person with great attention to detail and excellent people skills. This is a full-time (hybrid) position based in Las Cruces, New Mexico and will support Virgin Galactic’s commercial spaceflight center at Spaceport America. 

 

Responsibilities

Lead - Virgin Galactic’s Emergency Management Program. Act as the organization’s Subject Matter Expert, provide oversight and direction as it pertains to Emergency Response, Recovery, Mitigation and Business Continuity. On-Call 24/7 Situational Awareness & Response. Lead and ensure operational readiness for Emergency Operation Center activations across the enterprise. Manage the development, implementation and annual review of Virgin Galactic’s Corporate and Mission Emergency Management policies, procedures, and programs.Manage, lead and develop a multi-year emergency management training plan.   Design, coordinate, and guide various exercise scenarios including Table-Top Exercises (TTX’s), Functional and Full-Scale Exercises. Develop, sustain and grow internal and external partnerships. Develop and provide oversight of all Virgin Galactic sites and collaborate on  site-specific Emergency Response activities, including planning & preparation.  Ensure Virgin Galactic teammates consult and plan with state, regional, and local partners to integrate plans and procedures, exercise development/implementation, and process improvement.Responsible for annual review of National Incident Management System (NIMS)/Incident Command System (ICS) training compliance. Ensure compliance with all regulatory bodies including but not limited to: OSHA, FAA, NTSB, Local, State and Federal regulatory agencies as it pertains to emergency management. Leads appropriate notification and documentation for Emergency Response Program related incidents and conducts After Action Report. Develop and maintain a culture of preparedness and response across the enterprise for both mission and corporate preparedness. Evaluate and ensure progress on meeting program, Division, and Department strategic planning goals.Strong presentation skills including experience in preparing reports and presentations for executive leadership and board of directors. Manage contract Emergency Response Teams (EMS/SAR/Fire, etc) for facilities, flight events, and other special events as needed.Conduct annual hazard vulnerability assessment as appropriate.Lead and develop a robust business continuity program including documentation, training and exercise.

 

Required Skills and Experience

Bachelor’s degree in emergency management and 8+ years of experience in emergency management required. Completion of ICS 100, 200, 700, 800 required. ICS 300 / 400 must be obtained within 4 months of hire. Training or certificates in the following areas are preferred: Certified Emergency Manager (CEM, Federal Emergency Management Agency (FEMA) Professional Development Series, Training in Community Risk Assessment. Ability to coordinate and liaise multiple activities with a culturally diverse audience and throughout all levels of the corporate organization.Ability to influence decision making in crisis situations. Knowledge of the principles and practices of program or project management and evaluation.Ability to work a flexible schedule outside the normal business days and hours to support operations or special events. Knowledge of and skill in providing effective leadership, direction, and supervision.Ability to respond to serious emergency situations 24/7. Ability to negotiate contracts. Ability to lead and drive a diverse team including individuals who are not direct reports. Excellent presentation skills. Proficiency in Microsoft Outlook, Word and Excel software applications.Excellent written and verbal skills with the ability to develop and deliver articulate presentations to groups of all sizes and levels; technical writing experience preferred.

 

Preferred Skills and Experience

Experience with start-up programs (desired)Eight to ten years of experience in emergency management which could be with a private or public organization including an NGO.

 

Physical and/or Additional Requirements

Must be able to work flexible hours outside of normal business hours. Must be able to stand for extended periods.Must be able to stoop, bend, crawl, and being able to maneuver in tight spaces.Physically able to handle items weighing up to 40lbs (unassisted). 

The annual U.S. base salary range for this full-time position is $96,800.00–$147,650.00. The base pay actually offered will vary depending on job-related knowledge, skills, location, and experience and take into account internal equity. Other forms of pay (e.g., bonus or long term incentive) may be provided as part of the compensation package, in addition to a full range of medical, financial, and other benefits, dependent on the position offered.
