About the Division of Design and Engineering:

Continuing over a century of visionary land stewardship, DCR’s Division of Design Engineering (DE) collaborates with colleagues within DCR, other agencies, and communities across the state to plan, design, build, and maintain a diversity of outdoor recreational experiences and unique landscapes throughout the Commonwealth. In addition, our staff is responsible for maintaining public infrastructure including dams, seawalls, parkways and park roads, sidewalks and trails, and stormwater systems. This requires employing a diverse range of talent including architects, engineers, landscape architects, planners, tradespeople as well as business, finance and administrative support who work together to support DE’s mission. Our staff is unified by a passion for providing access to high quality public open space and outdoor recreation for all ages and abilities, and strive to improve visitor experience, enhance universal accessibility, and help modernize DCR’s facilities and resources to be more carbon neutral, energy independent, and resilient to climate change.

General Statement of Duties and Responsibilities:

The Traffic Engineer is responsible for design, maintenance, and operation of 200 traffic control devices on the parkways system. This position will complete design work in support of Traffic Section and agency staff. Incumbent will create and maintain a computer model of the traffic signal network and form a work plan to repair, replace, and modernize the traffic signal system. Traffic engineer will perform field work, making improvements to operations in DCR signal controllers. Incumbent will respond to constituent complaints and inquiries from staff within the agency. Traffic Engineer to be fluent in CAD software as well as traffic design and analysis software such as Synchro. Incumbent will perform design review for work done under permit from others.

Detailed Statement of Duties and Responsibilities:

Ability to use Synchro and compatible software.Knowledge of Traffic Signal Controllers, including all traffic control signal equipment. Ability to use AutoCAD software to design/redesign geometry of Parkways and traffic signal operation improvements to improve safety, capacity, and efficiency of intersections.Create and maintain a computer model of network of all agency-operated traffic signal. Perform capacity analysis for each location and peak period.Interact with and respond to constituents filing complaints about traffic signal operations. Interact with Community Affairs, Outreach, and Government Affairs staff regarding complaints. Give verbal and written responses.Perform peak period site visits, conduct observations, and make improvements to signal timing in DCR signal controllers.Advise Traffic Section and Bureau staff on pavement markings, signs, traffic control devices, and intersection design.Perform light design work and prepare work orders for agency field staff.Participate in design review for both DCR capital projects and projects performed under permit.Manage the statewide traffic counting program, including the consultant contract and the data produced. Create and maintain a database of traffic data in graphical format. Provide technical support and advice to the administrator of the Traffic Signal Maintenance contract. Review and approve payment for work performed by consultants, contractors and sub-contractors, approval of time for reporting/subordinate employees in accordance with DCR policy, state rules and regulations.Prepares and/or reviews plans, designs, specifications, and cost estimates for traffic engineering projects such as the construction or maintenance of parkways, park roads, or intersections.Collects and correlates engineering data; reads manufacturers’ publications and meets with manufacturers’ representatives to be aware of latest technical advances, new products, product pricing, and specifications. Maintains records; provides information on applicable standards; operates technical equipment and devices; attends meetings and conferences. Writes memoranda, letters and technical or general reports to supervisors concerning the status of engineering projects or problems.Conducts field investigations to evaluate construction, maintenance of traffic signal equipment.Reviews applications for construction access permits and makes recommendations for permit conditions. Review construction access permit applications and make recommendations to supervisors.Performs calculations such as those related to construction and maintenance that include quantities and estimated costs of materials by using calculators, computers and other instruments.Analyzes changes in scope of work during design and/or construction of projects to recommend corrective action. Recommends modifications to plans, specifications, and engineering agreements for elements of engineering projects.Inspects, monitors and documents capital construction and preservation/ maintenance work, such as scheduled preventative maintenance.Performs related duties as assigned.

Preferred Qualifications:

Knowledge of the principles and practices of traffic and civil engineering.Knowledge of the types and uses of equipment, materials and safety standards related to construction.Ability to read and interpret contract documents such as plans, specifications, blueprints and drawings.Ability to use global positioning systems (GPS) to interpret GPS mapping to identify construction sites and record work locations.Ability to write concisely and maintain accurate records.Knowledge of the methods of general and technical report writing.Ability to plan, coordinate and supervise the work of others, dealing tactfully with colleagues, supervisors, contractors, and members of the public.Ability to exercise judgment and accomplish work objectives when few precedents or guidelines are available.Knowledge of the methods and techniques followed in the construction and maintenance of parks, parkways, and facilities.Ability to organize work by establishing operating and/or reporting relationships and/or by assigning work accordingly.Ability to obtain reliable transportation from and to DCR and non-DCR sites.

Preferred License and/or Certifications:

Possession of a current and valid Massachusetts Motor Vehicle Operator’s License Class D. Possession of a current and valid Massachusetts Operator’s License Class A, B, or C.Engineer-in-Training (EIT) issued by the Commonwealth of MA Division of Professional Licensure Board of Professional Engineers is preferred (or reciprocity to obtain MA registration).

I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in civil engineering or civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.

III. A Graduate degree with a major in civil engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.

NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
