Lead Transportation Specialist (ICTAP ONLY)
Summary Serves as the leader of the Connected and Automated Vehicles and Emerging Technologies Team. You will provide direction and leadership; initiate, develop, interpret, promote, market, and conduct national connected and automated vehicles programs; providing technical support and technology transfer to effectively integrate connected and automated vehicles programs with system planning and operations; FHWA directives for the administration and automated vehicles programs. Responsibilities As a Lead Transportation Specialist, you will: Provide project oversight of the Connected and Automated Vehicle Emerging Technology Program; serve as a national authority to public and private organizations to promote and coordinate connected and automated vehicle program initiatives, and develop, implement, and evaluate public or private sector programs related to ITS Standards, Systems Engineering or Regional Architecture. Prepare Congressional reports, issue papers, briefings and testimony for congressional hearings as well as other major written and oral presentations. Prepare standards, policies and guidelines based on connected and automated vehicles systems knowledge. Manage independent program areas and/or projects. Provide leadership and direction to a team of Transportation Specialist and Engineers in the Office of Transportation Management. The ideal candidate is a senior level professional with experience providing direction and leadership to an automated technology team of professionals. The candidate has experience initiating, promoting, marketing and conducting national connected and automated vehicle programs. He/she is a recognized expert or national authority in connected and automated vehicle programs. Requirements Conditions of Employment You must be a U.S.Citizen and eligible for consideration. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience formulating policy objectives and activities related to transportation information management and connected automated vehicle systems; AND Experience developing guidelines, regulations, policies and legislative initiatives on connected and automated vehicle systems and ITS deployment practices; AND Experience researching and analyzing technical and programmatic information, and experience preparing briefing papers, agency directives and regulations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
