Primary Purpose Provides leadership to lower classified employees in executing the management of all of the Pepco Region’s PCB, hazardous, non-hazardous, and non-regulated waste. Supports the Manager and Supervisor of the Environmental Field Services Department, and leads, trains and directs employees in the execution of departmental work, such as the handling, storage, transportation, and disposal of the Company’s PCB, hazardous, non-hazardous, and non-regulated waste. Works closely with management to ensure that all waste management and waste disposal activities are performed effectively and cost efficiently. Primary Duties 1. Performs duties related to and leads other employees in the handling, storage, transportation, and disposal of the Company’s PCB, hazardous, non-hazardous, and non-regulated waste materials. 2. Responsible for preparing Manifests, Land Disposal Restriction Notification Forms, waste shipment lists, bills of lading, and all other associated documentation that relates to the disposal of the Company’s PCB, hazardous, non-hazardous, and non-regulated waste shipments. Also instructs and trains employees in all aspects of preparing Manifests, Land Disposal Restriction Notification Forms, waste shipment lists, bills of lading, and all other associated documentation that relates to the disposal of the Company’s PCB, hazardous, non-hazardous, and non-regulated waste shipments. 3. Assigns daily work and individual responsibilities, verifies work performed by employees, and proactively takes action to assure completion of work, when necessary. 4. Instructs and trains employees in all aspects of waste management disposal operations and also on all applicable PC computer systems (i.e., PCB/Hazardous Waste Tracking System, EPOCH, Microsoft Outlook, etc.). 5. Coordinates and directs others preparing waste disposal shipments with all outlying Stores’ locations as well as all outlying Company locations (i.e., Edison Place, Control Center, Various Substations, etc.). 5. Coordinates Company waste disposal shipments with all external TSDF’s. 6. Conducts routine inspections of waste and transformer storage areas at various Pepco locations and lead training/guidance efforts with Pepco LOB personnel. 7. Conduct all NPDES Permit Sampling Activities for Outfall 013Q (Direct discharge to Anacostia River) for reporting to DOJ/EPA and for compliance with the DRM permit plan. 8. Assures departmental compliance with all Federal, State and local jurisdictional laws and regulations related to work performed by all employees within the department. 9. Ensures all waste materials are packaged in accordance with manufacturer container requirements and DOT regulations. 10. Oversee Pepco contractors as needed Minimum Qualifications 1. 15 or more years’ experience performing all of the activities associated with the handling, storage, transportation, and disposal of PCB, hazardous, non-hazardous, universal and non-regulated waste. 2. Ability to lead, train, and direct employees in all aspects of waste management. 3. Thorough and complete working knowledge of the Company’s PCB/Hazardous Waste Tracking System (EPOCH). 4. Possess a thorough knowledge of Waste Management principles, policies and procedures. 5. Demonstrated ability to effectively communicate orally and in writing. 6. Possess a valid jurisdictional driver’s license. 7. Ability to operate material handling equipment utilized by the Environmental Field Services department. 8. Possess a thorough knowledge of Federal, State, and local laws and regulations related to the handling, storage, transportation, and disposal of hazardous and non-hazardous waste. (EPA, MDE, DDOE, DOT, RCRA, TSCA,etc.) 9. Ability to stage materials (i.e., drums, junk transformers, any containerized waste, etc.) for disposal through the use of computer generated Manifests, Shipping lists, etc.. 10. Thorough knowledge of weighing, marking, labeling, and storing all related waste material prior to disposal. 11. Ability to weigh trucks to determine tare, gross, and axle weight. 12. Ability to use portable truck scales. 13. Possess the proper knowledge to perform sampling activities for waste determinations and water discharge monitoring.
