Detailed Overview Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: As a member of the Human Resources Management Team, the Leader is responsible and accountable for providing a coordinated approach to the management of Respectful Workplace Investigative, Advisory and Human Rights Services at Fraser Health (FH); creates a proactive and sustained Respectful Workplace Program by ensuring compliance with legislated requirements, various collective agreements and the FH Strategic Plan. Leads a dedicated team ensuring that all FH leaders, physicians, staff and volunteers are aware of the accountability for their behaviours and actions in support of FH's Great Workplace strategy; partners with key internal and external stakeholders such as the Organization Development, Workplace Health, Human Resources Consulting, Diversity and healthcare unions to increase, support and promote a respectful workplace; instructs and encourages the proactive use of the Respectful Workplace Policy to enhance the conflict resolution and problem solving skills of FH leaders, physicians, staff and volunteers; negotiates and facilitates resolutions to difficult respectful workplace matters with clients and the Unions. Responsibilities Plans, develops, leads, manages and evaluates the Respectful Workplace Service, including strategic consultation to clients around the application of the Respectful Workplace Policy, human rights legislation, harassment, discrimination and collective agreement provisions. Collaborates with the Director, HR Consulting to develop and implement sound employee relations policies and practices for FH to support and maintain a positive and harmonious work environment for employee/management relationships. Provides leadership and direction in the development, implementation and evaluation of respectful workplace related strategies to support the business plans of the various client groups and FH-wide projects. Works with union representatives to develop a consultative approach to mutual problem solving, enhancing communication, proactively anticipating and resolving issues and implementing required changes. Develops and maintains the department by working with and providing direction/advice to Client Partners and other designated staff on a variety of respectful workplace issues; establishes department structure, ensures operations are within financial mandate for the department. Provides guidance to Client Partners and takes a lead role in managing third party dispute resolution processes or negotiating complex consulting issues such as organization-wide change initiatives. Selects and manages the staff of the portfolio including evaluating performance, coaching, discipline or discharge of staff, as required. Participates as a member of the Human Resources Leadership Team in the development of strategic plans, policies and service priorities for Human Resources Services across FH. Identifies and communicates HR Consulting Services' needs to the Director; monitors expenditures within assigned budget, analyses and reports on variances, and recommends and implements remedial action. Represents FH on committees or task groups, as assigned. Qualifications Education and Experience Bachelor's Degree in a related business or social science discipline, supplemented with five (5) years' recent related experience in a leadership role in employee relations, preferably in a health care or other complex unionized setting, or an equivalent combination of education, training and experience. Completion of Mediation Skills 1 and Conflict Coaching Level 1 courses and ab Associate Certificate in Workplace Conflict. Valid BC Driver's license and access to a personal vehicle for business-related purposes.
