THE RECONSIDERATION PERIOD FOR THIS RECRUITMENT IS THREE (3) BUSINESS DAYS The State Highway Administration’ s (SHA) Office of Administration- Benefits Division is recruiting for a state temporary Leave Benefits Analyst (HR Analyst II) position in Baltimore City. This is a position-specific recruitment and is open to anyone who meets the minimum and selective qualifications listed below. Nature of Work: This position functions as a Leave Benefits Analyst for the Benefits Division. This position will require knowledge of Transportation Service Human Resource System (TSHRS) Policy, Code of Maryland Regulations (COMAR), and Maryland Department of Transportation (MDOT) rules and regulations. The position will serve as a Leave Analyst for SHA’s Health Benefits and Retirement Programs and provide technical support within the Benefit Services Division. The Leave Benefits Analyst will be responsible for managing leave benefits for approximately 3,000 employees. MDOT offers a generous and competitive benefits package. Qualifications Minimum Qualifications: Education: Possession of a bachelor's degree from an accredited college or university. Experience: Two (2) years of professional HR work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation. Selective Qualification: One (1) year of this experience must have been in the areas of benefits or leave administration. *This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or abilities). Notes: 1. Thirty graduate semester credits from a college or university in the fields of HR administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of experience. 2. Paraprofessional HR experience or professional HR management work experience may be substituted on a year for year basis for up to four years of the required education. 3. For employer-employee relations positions applicants may substitute the possession of a Juris Doctor or equivalent degree from an accredited school of law for up to four years of the required experience. 4. Candidates may substitute equivalent U.S. Armed Forces military service experience on a year for year basis for up to four years of the required education. Licenses & Certifications None.
