The Legislative Fiscal Analysis Lead exists to coordinate and advise the administration on cross divisional, administrative, and agency fiscal and rates framework analysis for the Aging and Disability Services Administration. During the legislative session, the incumbent uses knowledge of (1) program policy and operations, (2) program data and data structures, and (3) fiscal analysis methodologies, models, and simulations to expertly craft fiscal analysis for budget proposals, prepare fiscal notes, and quickly and accurately respond to fiscal or rates-related requests by legislators, agency-wide budget staff, and Reports and Forecasting management, and ADSA directors, managers, and other leadership. This includes designing and performing advanced analysis of the long-term services and supports, including Elderly Waiver, Alternative Care, Home Care, and Disability Waivers programs as well as ICF/DD facilities to extrapolate and forecast changes in public program service costs with fiscal impacts to the state ranging from thousands to billions of dollars per proposal. This position also educates ADSA leadership and staff on how legislation will impact their programs prior to and upon passage.
In addition, this position produces highly technical health and long-term care data analyses to enable the Aging and Disability Services administration (ADSA) to meet their responsibilities as the managers of Medical Assistance (MA) long-term services and support programs and associated grants and implement rate changes in accordance with Minnesota and federal laws. The incumbent uses expert level analytic skills to conduct research, analyze and interpret data necessary to inform management decision-making and strategic planning and evaluation for these programs. The incumbent will be a go-to person for policy, budget, and legislative staff when understanding the cost benefit of new policy approaches.
**Minimum Qualifications**
Three (3) years of specialized professional experience with public program focused fiscal analysis, cost-projection, forecasting, or budgeting; research and evaluation highly technical studies examining program and policy costs, utilization, service delivery and needs, and/or outcomes; or similar work in another organization type
Experience must demonstrate the following:
+ Experience coordinating and/or leading projects across a wide range of internal and external partners, including organizational leadership
+ Experience developing and leading staff training and/or mentoring staff on fiscal analysis, forecasting, budgeting, data manipulation, legislative budget proposals, or program cost projections across a large administration, organization, or team
+ Knowledge of statistical methods, forecasting, and/or data manipulation, especially regression and econometric methods, sufficient to develop and execute complex and highly technical statistical studies for new and existing programs
+ Understanding Minnesota’s home and community-based services, long term services and supports programs, populations, policies, and/or issues, including systems used to finance, administer, monitor, and/or evaluate programs
**Preferred Qualifications**
+ Previous experience working on fiscal notes or budget proposals
+ Knowledge of state budgeting rules, that inform how costs are allocated, how far out projections go, and other nuances of budget and fiscal analysis
+ Experience with advanced data analysis programs, SQL, and/or data visualization programs beyond Excel
+ Ability to convey complex fiscal analysis and models, and research and evaluation information clearly and concisely to audience with varying level of technical knowledge
+ Variety of experiences working effectively with others from different backgrounds and/or cultures
