LEVEE FOREMAN C
The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control to protect lives and property from tidal flooding by natural weather events.
The Levee Foreman C provides supervision, guidance, administration, and logistical support over a crew of Levee Foreman, Mobile Equipment Operators 1 and 2; Mobile Equipment Operators 1 and 2- Heavy; Mobile Equipment Operator-Light’s; Laborers; and any other SLFPA-E personnel assigned in the repair, maintenance, and modification of levees, flood control structures, and grounds and facilities under the jurisdiction of the SLFPA-E.
The Levee Foreman C receives general supervision from the Levee Board Operations Superintendent, the SLFPA-E Maintenance Director, or other higher-ranking supervisory personnel.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Four years of experience in the operation of heavy mobile equipment, industrial machinery, construction or maintenance equipment, or the operation and/or maintenance of transportation or materials handling equipment.

To provide supervision, guidance, logistical support, and limited administration to workers engaged in levee maintenance activities.
Level of Work:
Supervisor.
Supervision Received:
Broad review from levee district managerial or administrative personnel.
Supervision Exercised:
Direct over Levee Foreman A and/or Levee Foreman B; May exercise direct supervision over other lower level personnel in addition to supervising a subordinate Levee Foreman.
Location of Work:
Levee Districts, Statewide.
Job Distinctions:
Differs from Levee Foreman B by the requirement to exercise full supervisory responsibility for supervision of subordinate Levee Foremen.
Differs from managerial and administrative personnel by the absence of responsibility for overall activities in the levee district.
Examples of Work

Coordinates work efforts of Levee Foreman and the workgroup to ensure maximum manpower efficiency. Follows up with Levee Forman to ensure that work is done safely and according to schedule. Reviews work in progress and upon completion.
Maintains records of work assigned to chart whether projects are being done according to schedule and in accordance with proper procedures.
Advises subordinate Levee Foreman of ways to improve efficiency and safety.

Receives general assignments regarding projects from the Levee Board Operations Superintendent. Plans the details of the work project and assigns them to the Levee Foreman to be carried out. Checks on jobs in progress and upon completion to ensure work has been completed as assigned.

Plans work of subordinates. Monitors performance and counsel’s subordinates of deficiencies, if any, and advise of ways to improve. Evaluates employee performance and recommends appropriate corresponding actions.
Maintains all documentation to support evaluation and personnel/pay actions recommended. Approves leave, maintains time and attendance reports.
Ensures that subordinate Levee Foreman and Heavy Equipment Operators properly plan, supervise, and evaluate the performance of subordinates. Review documentation maintained by subordinate Levee Foreman to ensure correctness.

Monitors condition of levees and reports any problems or potential problems to the Levee Board Operations Superintendent. Prepares regular reports on such and submits reports to the Levee Board Operations Superintendent.
Meets regularly with Levee Board Operations Superintendent to keep that person informed of the progress of work assigned, personnel matters, and coordination of effort between work groups.

Required to participate in the placing and removing of stop logs; making, placing and removing of sandbags, whenever needed. Places and removes barricades and traffic cones.
The Levee Foreman C performs any and all other related duties as needed or assigned.
NOTE: The Southeast Louisiana Flood Protection Authority - East (SLFPA-E) is an emergency-oriented agency. Part of the SLFPAE's mission is to protect the residents of the east-bank of Jefferson Parish, St. Bernard, Parish, and the east-bank of Orleans Parish from tidal surge, wind-driven water and river flooding. In emergencies during Mississippi River flooding and Hurricane/Tropical storm events, the incumbent will be on call and must report for duty if so required, remaining on duty in such situations until released from duty by the Appointing Authority
