The Raytheon Estimating and Pricing (E&P) organization has an exciting opportunity to join a talented team supporting proposal and capture efforts for the Naval Power Strategic Business Unit as a Senior Analyst, Estimating and Pricing. This position will be for an on-site, direct charging employee located at the Independence Parkway, Plano, TX site.
The chosen candidate will be responsible for the preparation of various types of proposals for development, production and competitive contracts including modifications to existing contracts. In addition, the estimating organization supports gate reviews, government audits and negotiations with the customer. The chosen candidate will be expected to support programs onsite, with opportunities to work remotely as appropriate.
**What You Will Do**
+ Plans and schedules proposal efforts.
+ Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
+ Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments.
+ Researches and analyzes historical data, develops cost models to support proposal efforts.
+ Coordinates activities and participates in fact-finding meetings.
+ Estimates labor and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers.
+ Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data.
+ Collects cost data from functional representatives, subcontractors, and vendors.
+ Computes cost estimates of raw materials or subcontracted work and labor.
+ Prepares and maintains historical cost data.
+ Creates cost models for cost estimating elements.
+ Prepares cost reports, pricing reviews and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors.
+ May participates as a member of the contract negotiating team.
+ Ensure compliance with FAR/DFAR and internal estimating requirements
+ Conducts and leads TINA Sweep activities in accordance with Raytheon policy and FAR/DFARS.
+ Responds to customer and DCAA/DCMA RFIs.
**Qualifications You Must Have**
+ Typically requires a Bachelor’s and a minimum of 2 years prior relevant experience, or an Advance Degree in a related field
+ Experience with Microsoft Office product skills (Excel, PowerPoint, Word)
+ **The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.**

+ Good communication, presentation, and teamwork skills.
+ Strong organizational skills to manage time and prioritize workload for self.
+ Self-motivated and able to develop solutions to a variety of problems of significant scope and complexity with minimal supervision.
+ Ability to work in a very fast paced environment and adapt quickly to a wide range of work assignments and time requirements.
+ Experience working as a member of an overall proposal or program execution team including program management, finance, contracts, business development, and other functional organizations.
+ Working knowledge of ProPricer (Raytheon pricing tool), SBT Engineering estimating tool, APEX, BW, etc.
+ Ability to contribute across a variety of functional roles and responsibilities.
+ Conceptual understanding of the IPDS and the Capture/Proposal Process (Gate Review Process).
+ Experience with government regulations related to the development and negotiation of cost proposals (FAR, DFARS, CAS, TINA) and supporting the DCAA/DCMA audit process.
+ Flexibility to support proposal activity at other local Raytheon locations, as needed.

Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.
The salary range for this role is 66,000 USD - 130,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
