LHSS/Cambodia - Consultant to develop the Single Registration Portal Landing Page

The Local Health Systems Sustainability (LHSS) Project is USAID’s flagship initiative in integrated health systems strengthening, with a goal to help low- and middle- income countries transition to sustainable, self-financed health systems as a means to support universal health coverage. The project supports the country-level efforts to reduce financial barriers to health care, ensure equitable access to essential health services for all people, and improve the quality of health care. Equally important, it will equip host countries to sustain progress after the project ends. It will do so by ensuring that local institutions and organizations have the technical capacity and expertise to independently design, implement, and manage continued health system strengthening activities.

In Cambodia, LHSS seeks to improve efficiency and effectiveness of domestic resources to strengthen social health protection and focuses on two objectives: 1) expand social protection systems through global standards and best practices incorporated into the implementation of the National Social Protection Policy Framework to improve transparency and accountability, and 2) strengthen the decentralization of health financing functions to ensure effective use of resources for health including HIV, TB, and malaria to improve transparency and accountability, and improve monitoring of HIV/AIDS financing. Under objective 2, LHSS works with the NAA, MoH, national programs (NCHADS, CENAT, and CNM), provincial governments, and provincial health departments (PHD) to improve the subnational health systems across a wide range of health areas including HIV, TB, Malaria, maternal and child health (MCH), and family planning (FP) to provide technical assistance: a) to provinces and PHDs in their efforts for health/HIV resource allocation and budget execution through strengthening health/HIV work planning and budgeting processes[ b) to build sub-national health systems to mobilize additional resources for improving TB diagnostics and care and treatment, and sustaining the malaria response; and c) to improve the capacity of concerned stakeholders to effectively, efficiently, and sustainably manage and operationalize the SorChorNor #213 Monitoring System.  

Background

In the digital era, ensuring that public services are accessible and user-friendly is vital for improving citizen engagement and administrative efficiency. The Single Registration Portal represents a significant advancement in streamlining social protection services. To enhance the accessibility and functionality of this portal, a well-designed landing page is essential. This landing page will serve as a central hub for all users, including citizens, commune/Sangkat officers, social protection service users, and GS-NSPC management. It will provide an intuitive interface and comprehensive information to support various functionalities, including service access and communication.

LHSS Is assisting the GS-NSPC with development of the landing page. The landing page is intended to be the single entry point for various social protection services. Currently, it provides access to the Single Registration Portal, and future updates will include additional features such as payment options and complaint management. The development of a unified landing page will:

Enhance Accessibility: Provide a centralized access point for the Single Registration Portal and other social protection services. Improve User Experience: Offer a clear and intuitive interface for seamless navigation and interaction. Increase Engagement: Present relevant information and services to encourage user participation and utilization. Support Communication: Include contact options and FAQs to address user inquiries and concerns.

LHSS is now seeking a local consultant to support the development of the landing page. The consultant will work with GS-NSPC ICT team and report to the head of the GS-NSPC ICT Team and the LHSS Embedded Advisor. 

Required Skills

To effectively develop and implement the landing page, the following skills and technologies are necessary:

Bachelor Degree in IT At least 5 years in developing web-based applications and websites for large scale companies or governments Programming Framework: ASP.NET Core: For robust and scalable web application development. MSSQL: For efficient data management and retrieval. Additional Skills: Search Engine Optimization (SEO): To enhance the visibility and searchability of the landing page. Speed Optimization: Ensuring fast load times and smooth user experience. Deployment: Knowledge of deployment processes to ensure the landing page is live and accessible. Admin Back Office: Development of an administrative backend to manage content, monitor performance, and handle user inquiries. User Access Management: Implementing user authentication and authorization to control access to restricted areas and services. Security Measures: Implementing encryption, secure login processes, and regular security audits to protect user data. Accessibility: Ensuring compliance with WCAG (Web Content Accessibility Guidelines) for users with disabilities. Mobile Responsiveness: Ensuring the page is fully functional and user-friendly on mobile devices and tablets. Content Management: Developing a strategy for updating and maintaining relevant content. User Feedback Mechanism: Incorporating feedback systems to gather user opinions and improve the landing page experience. Integration with Existing Systems: Detailing how the landing page will connect with existing systems or databases used by GS-NSPC and other stakeholders, including API usage. Project Management and Timeline: Outlining key project phases, milestones, and deadlines to manage development effectively. Training and Support: Providing training for users and administrators and setting up post-launch support mechanisms.

Previous experience in working with GS-NSPC is an asset.

The landing page will incorporate the following elements to ensure functionality and user engagement:

DSPP (Digital Social Protection Platform): Overview of the Digital Social Protection Platform, its features, and integration with other services. Members: List and information about all members.Contact: Access to a form for inquiries and contact details. Show location on Google map (for direction purposes) About Us: Information about the organization, including its mission, vision, and history. F.A.Q (Frequently Asked Questions): Common questions and detailed answers. Switch Language: Option to change the language of the page. Sections: A “Hero” Section: Background image or video representing digital social protection, creating an engaging introduction to the page. Access to the Social Protection Registry: Detailed information about its importance and societal benefits. Digital Social Protection Platform: Information about the DSPP, its purpose, features, and role in social protection services. Principle: Data Privacy and Security, Data Accuracy and Integrity, Interoperability and Collaboration, Ethical Use of Data Members: List and details of members involved in the social protection system. F.A.Q: Common questions related to SPR, DSPP, and other relevant topics, with comprehensive answers. Contact: Inquiry form and display of contact details for user support. User Levels and Access Control:
 

Implementation of Various User Levels: The landing page will include differentiated access levels to ensure that sensitive information and specific services are restricted to authorized users. For example, SP Operators will have access to detailed service management tools and internal resources, while general public users will only see information relevant to them. Restricted Content: Certain services and information will be behind a secure "wall" to protect sensitive data and ensure that only users with appropriate permissions can access them. This includes detailed operational resources and internal management tools. Public Access: Broader sections of the site, including general information, FAQs, and public services, will be accessible to all users without restriction. This will ensure transparency and accessibility while maintaining security and confidentiality for restricted content.

 

Tasks and expected Level of Effort

a. Planning and Requirements Gathering (5-7 days)

Kickoff Meeting: Meet with stakeholders to confirm project goals, requirements, and scope. Requirements Documentation: Develop a detailed requirements document, including features, functionalities, and user roles. Timeline and Resource Planning: Finalize the project timeline and allocate resources.

b. Design Phase (5-7 days)

Wireframes and Mockups: Create wireframes and visual mockups of the landing page layout. Design Review and Approval: Review designs with stakeholders and incorporate feedback. Finalize Design: Make final adjustments and get design approval.

c. Development Phase (15 days)

Front-End Development: Build the landing page based on approved designs, including HTML, CSS, and JavaScript. Backend Development: Set up the server, SSL certificate, database, and any required APIs. Implement user access management and other functionalities. Integration: Integrate with existing systems and services (e.g., data sources, monitoring tools, analytic tools, Geolocation API).

d. Testing Phase (10-12 days)

Functionality Testing: Test all features and functionalities to ensure they work as expected. Usability Testing: Conduct user testing to ensure the page is intuitive and user-friendly. Performance Testing: Check load times, responsiveness, and overall performance. Security Testing: Perform security audits to identify and address vulnerabilities.

e. Deployment Phase (3-5 days)

Staging Deployment: Deploy the landing page to a staging environment for final review. Final Adjustments: Make any necessary changes based on staging feedback. Production Deployment: Deploy the final version to the live environment.

f. Training and Support (3-5 days)

Training: Provide training for administrators and users on how to manage and use the landing page. Support Setup: Establish support mechanisms for ongoing maintenance and user assistance.

g. Post-Launch Monitoring and Adjustments (7-10 days)

Monitoring: Track performance metrics and user feedback to identify any issues. Adjustments: Make any necessary adjustments or fixes based on monitoring results and user feedback.
