Summary This position is being filled under the Direct Hire Authority for Recent Graduates via public notice flyer for interested applicants of anticipated vacancies. Responsibilities You will develop communication plans for the promotion of a library program's resources and services. You will implement innovative technologies to support reference and information literacy services. You will assist library customers by identifying and obtaining typically hard-to-find documents, technical reports, or data based on written, telephone, or face-to-face requests. You will develop and present briefs to promote products, projects, programs, and services. You will analyze information requirements to assist in the development of long-range goals for automated systems within the library system. You will render reference or research assistance to students, faculty, and other users using both paper and electronic tools. Requirements Conditions of Employment Qualifications To be considered you must be a recent college graduate, awarded a degree by a qualifying educational institution not more than two years before the date of appointment (extended to four years before date of appointment for veterans who completed a period of obligated uniformed service of more than four years, and were awarded a degree by qualifying educational institution). In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to: For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with providing reference and research assistance with quality and accurate answers to questions as well as consultation in general and technical areas; 2) Utilizing searching techniques and appropriate academic search tools; 3) Performing library collection management practices for a successful program; 4) Optimizing instructional tools, web pages and library research guides; and 5) Analyzing information requirements to assist in the development of long-range goals for automated systems within the library system. For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing in-depth research assistance to library users according to library policies and procedures; 2) Assisting library customers by identifying and obtaining typically hard-to-find documents, technical reports, or data based on written, telephone, or face-to-face requests; 3) Performing data collection and analysis, internal and public knowledge bases, and shared information management tools; 4) Identifying materials to be added to and removed from the library's print and electronic reference collection; and 5) Reviewing, editing, and adapting library promotional materials for dissemination. Education Basic Series Requirements: Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successfully completed 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. OR Have a total of at least 5 years of a combination of college-level education, training, and experience. My education, training, and experience established knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. _______________________________________________________________________________________________________________ Substitution for Specialized Experience: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For GS-09: 2 full years of progressively higher-level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position. For GS-11: 3 full years of progressively higher-level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position. A transcript must be submitted with your application if qualifying using education. A degree audit is not acceptable as a substitute for a transcript. If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management.
