The Norfolk Community Services Board (NCSB) is the primary provider of public mental health, substance abuse, and intellectual disability services for the City of Norfolk. A continuum of services spans from outreach and prevention through intensive psychiatric care, provided by highly clinically oriented service professionals with expertise in these service areas. Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is seeking a Licensed Crisis Clinician (Emergency Services Counselor II) in their Clinical and Acute services Division, The Licensed Crisis Clinician, will assess individuals in crisis to provide or link the individual and/or significant others with needed mental health services least restrictive setting, thus diverting individuals, when possible, from State Hospital care to community-based care. crisis and/or community stabilization related activities and services. Responds in person and/or by phone to assistance with individuals experiencing behavioral health (mental health and/or addiction) crisis concerns, including with co-occurring health, developmental, and/or social vulnerabilities, or crisis states. Serves both adults and children. with persons in pre-crisis, crisis, post-crisis, and stabilization points in their behavioral health condition. Operates collaborative setting. Provides clinical supervision and consultation to clinical personnel as assigned, both formally structured supervision and informally through role modeling. Monitors and supervises the completion of pre-admission evaluations by non-licensed personnel. Department Hiring Salary: $70,000 Essential Functions Essential functions include but are not limited to: + Works collaboratively with others while displaying good judgment and problem-solving skills. Cultivates, fosters, and maintains positive working relationships among crew members and with those contacted in the performance of duties, including co-workers, supervisory staff, community partners, and emergency public services personnel. + May include driving a City vehicle to respond in the community. Maintains awareness of Norfolk geography. Utilizes maps and traffic navigation platforms to report to call locations in a timely manner. + Operates radio and other communication equipment and electronic mobile devices. + Interacts with individuals in a respectful and dignified manner using a culturally competent and trauma-informed approach. Establish trust and seeks answers to questions to better understand the situation. + Evaluates crisis telephone calls and determines the type of response needed, including crisis intervention, phone counseling, information, follow-up, pre-admission screening, and/or referrals. + Provides phone counseling in the office and face-to-face crisis counseling in the office and in the community (e.g. hospital emergency rooms, agency offices, residences). + Documents all observations and actions using program-specific forms and standards complete reports and records; performs data entry as needed; maintains confidentiality of information. + Completes pre-admission screening evaluations and facilitates obtaining Temporary Detention Orders (TDO's) in accordance with mental health service policies. + Prepares clear and concise written reports. Maintains client records and statistical data. + Provides expert testimony to the Norfolk Courts for assigned commitment cases regarding the client's history, behavior and least restrictive treatment alternative. + Initiates, completes, and maintains program records and documentation in accordance with policies and procedures. + Provides consultation and clinical supervision to clinical staff as assigned both informally through role modeling and formally through structured supervision. + Prepares and maintains documentation in compliance with agency, state, and federal guidelines and regulations; complies with privacy and reporting requirements. + Complies with applicable local, state, and federal regulations for provision of information and reporting abuse and policy violations. + Identifies staff training needs and recommends strategies to meet those needs. + Performs as shift lead, reviews and supervises preadmission screening assessments; audits records and provides evaluation of prescreening assessments. + Performs related work assigned. Education/Experience Master's or Doctoral Degree in counseling, psychology, social work, nursing, or a related human services field or equivalent. Three years of supervised experience in directly providing mental health services.
