The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. Position Summary:
In 2019 the Colorado General Assembly passed changes to the statute related to the Colorado READ Act. These changes increased the workload of the ELSR Office in several ways. The ELSR Office has new compliance measures related to the READ Act that require support above and beyond the existing staff.
The position will support the READ Act training, READ Act UIP reporting, READ Act Instructional Program Reviews, READ Act Budget submissions and general technical assistance for the field related to the Colorado READ Act. This position performs technical support and/or office management duties at the operational level determining how the administrative components of the office are completed. The individual in this role must understand how to get practical solutions to resolve specific technical program issues and problems related to the implementation of the READ Act requirements. This position will report to the ELSR Director to implement the statutes and rules of the Colorado READ Act. The position must understand and operate several software programs including Salesforce and SmartSheet. The independent projects mentioned above will occur in addition to providing high-level technical support and training to other administrative staff and office managers. Other office management duties may be given as needed to support the team.
The final salary is anticipated to fall within the posted salary range, however could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.
Major Duties and Responsibilities:
Educator Training Technical Assistance
+ Manages all administrative details related to the educator training.
+ Monitors processes such as training participant enrollment, progress monitoring, training completion, training budgeting, reimbursements, and trainer travel requests and reimbursements.
+ Establishes, implements, and maintains efficient systems to ensure general and accurate records and supporting documentation as it applies to supporting the training.
+ Organizes participant materials for upcoming training events needed to support enrolled participants, including registration, compiling and sending meeting agendas, and communications.
+ Works collaboratively with the Educator Talent unit to identify submissions to educator licensure.
+ Processes communications related to the training to provide updates on course completion.
+ Collects, interprets, and presents data as needed by the ELSR Office configured to the appropriate level of detail.
+ Develops, maintains, and effectively executes project management iterations throughout the life of the assigned training project, which defines activities, sequence, dependencies, duration, and associated resource requirements.
+ Updates and chases delegated tasks to ensure progress to deadlines and to keep projects on schedule.
+ Streamlines, improves, and expands processes in the ELSR Office while identifying process gaps and recommending solutions related to the training.
+ Holds a regular cadence of conversations with staff to assess areas of opportunities for the unit.
+ As needed, provides operational assistance to the unit on stakeholder initiatives while maintaining a basic understanding of relevant education laws.
+ Supports ongoing meetings using Zoom, Teams, and other platforms but attending meetings and providing technical assistance.
+ Supports purchasing of materials for training requiring the use of PCard.
+ Other duties as assigned.
Workflow Administration/READ Act UIP
+ Creates and maintains customized project plans, schedules, and timelines as they relate to the READ Act requirements to ensure critical milestones are met as needed for the office and director.
+ Sets up new users with the correct roles, profiles, and permissions in the required software such as Zoom, SmartSheet, and other products.
+ Develops and updates training materials for new hires and staff support including the introduction of new processes
+ Develops reports, dashboards, and processes to continuously monitor data quality and integrity.
+ Serves as technical support to administrative staff, supervisors, and direct reports as requested to facilitate implementation.
+ Other duties as assigned.

Minimum Education and Experience Requirements:
OPTION 1: Minimum Qualifications (MQs)
+ Four (4) yearsof professional experience as an Administrative or Program support, Clerical Lead, Office Manager, or in an occupational field related to the work assigned to the position.
+ The experience must include Two (2) years of specific experience in managing an office or as an Office Manager.
OPTION 2: Education Substitution (Bachelors)
Graduation from an accredited college or university with aBachelor's degreein a field of study/occupational field related to the work assignment will substitute for theFour (4) yearsof required experience,but not the Two (2) years of specific experience in managing an office or as an Office Manager.
Preferred Qualifications:
+ One (1)year of professional experience performing organizational and administrative support
+ Knowledge of project management software such as SmartSheet, MS Teams, Excel or other tools
Required Skills and Competencies:
+ Proven experience with Microsoft Office Suite.
+ Experience with event planning, set-up and technical support for in-person and remote training events.
+ Evidence of collaborative experience in supporting internal teams and external customers.
+ Strong attention to detail (proofing work, spelling, grammar, formatting, etc.).
+ Demonstrated ability to take initiative and exhibit a proactive approach to work.
+ Demonstrated ability to work independently as well as on a team.
+ Demonstrated ability to effectively balance quality of work and productivity expectations.
