Summary This position is located in a State or Area office in USDA/Rural Development (RD). The incumbent has responsibility for making and servicing loans/grants for selected loans and grants for rural facilities, utilities, and/or businesses. This vacancy announcement is open to current permanent Rural Development employees only. Remote/Virtual position: NO Responsibilities Review and analyze preapplications, applications and all supporting documents to determine loan or grant eligibility and inputs data into appropriate automated database system. Review file for completeness and compliance with all prescribed regulations and practices before loan closing. Analyze financial and credit data documents to make sound eligibility, feasibility, and credit-worthiness determinations and takes appropriate action for orderly processing of the loan and/or grant. Work with a program specialist and/or supervisor in the development and implementation of an outreach and marketing program for the servicing area. Review financial records to recommend loans for graduation and/or refinancing. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-9 level: Applicants must have 1 year of specialized experience equivalent to at least the GS- 07; or its non-Federal equivalent that demonstrate experience assisting higher graded specialists with loan underwriting, for example, experience processing single family loans up to the point of final approval by a specialist with loan approval authority, i.e., examining applications, credit reports and other supporting documents; or assisting loan specialists with servicing activities on commercial loans for small projects. OR - Masters or equivalent graduate degree in a related field, or 2 full years of progressively higher-level graduate education leading to such a degree, OR - LLB or J.D., if related (see qualifying fields of study below) OR - a combination of education as described and specialized experience. For the GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrate thorough knowledge and understanding of complex mortgage or commercial loan making/servicing and credit principles and practices in order to assess the fundamental soundness of business loans and loans to corporate and/or municipal entities and to independently examine applications and corporate financial documents, and maintain servicing activities on a variety of mortgage and commercial loans. Experience may have been gained in work equivalent to analyzing financial information provided by loan applicants, determining eligibility for loans and repayment ability, reviewing and approving applications for agricultural, commercial, and bank loans, servicing a loan portfolio of a bank and other loan association, performing financial analysis of commercial concerns for investment purposes, appraising real estate and business property to determine property valuation, or similar work. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (see qualifying fields of study below). OR a combination of education as described and specialized experience. Education: Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. This position requires a favorable credit check as part of the background investigation.
