Summary This position is located in Missouri State or Area Office in USDA/Rural Development (RD). This vacancy is to fill (1) position in the location listed above. This position is neither remote nor virtual. The employee will be expected to report in person to the assigned duty location. Responsibilities Serves as a senior operating loan specialist responsible for the execution of applicable SFHD loan and grant programs. Administers a diverse array of single-family housing programs designed to make safe, affordable homes available to underserved communities and rural populations throughout an assigned, typically large geographic area. Reviews loan applications for completeness and conformance with all RD requirements; analyzes and inputs data into appropriate automated database systems; analyzes financial and credit data documents. Incumbent administers complex aspects of the single-family housing direct loan program for an assigned area. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates experience evaluating financial situations, credit risk factors and researching and applying various laws, rules, and regulations pertaining to credit; experience in reviewing and evaluating loan and/or grant applications to determine eligibility and the approval/disapproval of housing loan applications; experience providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans; conducting on-site inspections to determine whether a property is occupied, etc.; evaluating repair proposals and property values for compliance with applicable laws, regulations, directives, etc., and for overall feasibility and soundness of economic factors; ensuring required environmental assessments are conducted and meet requirements; reviewing for approvals of repair project costs OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience. Equivalent combination of experience and education are qualifying at this grade level. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
