To this end, we are pursuing new opportunities in the Department of Homeland Security Customs and Border Protection (CBP) Office of Acquisition (OA).  We are seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of CBP OA and to aid Noblis in building and establishing a new team and presence at this organization.

Customs and Border Protection (CBP) is charged with managing, securing, and controlling the nation’s borders while facilitating lawful international travel and trade. The Office of Acquisition (OA) within CBP’s Enterprise Services (ES) supports CBP’s mission to efficiently and effectively manage the Nation’s borders by facilitating the acquisition of a mix of services, infrastructure and technology solutions.

The Logistics and Sustainment Division (L&S) is responsible for influencing and enhancing CBP’s mission readiness by providing effective enterprise-wide transformational logistics and sustainment capabilities. It accomplishes this responsibility through the management and oversight of logistics and sustainment requirements for all CBP acquisition programs. The division develops and implements life-cycle sustainment requirements for new technology programs; provides for the management and oversight of systems in the support phase of the system lifecycle and develops tools and business processes focused on enhancing system performance and reducing system life-cycle costs. The division also has overall responsibility for Cost Wise Readiness (CWR). L&S has four primary goals: 1) Provide program analyses for the Component Acquisition Executive (CAE), 2) Provide acquisition and sustainment logistics support to CBP programs, 3) Train and Mentor Life-Cycle Logisticians (LCLs), 4) Provide oversight of enterprise logistics and sustainment Inter-Agency Agreement (IAA) as well as an Intergovernmental Reimbursable Work Agreement (IRWA) and related support for CBP. The directorate consists of the Policy, Assessment & Sustainment Branch, the Systems Support Services Branch and a Readiness Cost Branch Team. This position requires onsite work at the client site in Washington, DC and in Ashburn, VA, in accordance with the contract.

 

 Client Delivery Responsibilities:

Serve as the Logistics and Sustainment Lead contractor providing strategic feedback and advice and contributing to the efficient execution of the division’s activities.Provide leadership and guidance to a small team of colleagues providing support to adjacent programs and projects within the same portfolio to include coaching, review of and feedback on deliverables, monitoring completion of assigned activities, and assisting in balancing workloads in consultation with CBP program managers and leadership.Providing required team leadership and guidance; consult with senior leadership in support of engineering day to day operations; and leverage other functional competencies to enable proper planning, accountability, and mission performance outcomesProviding leadership and support for activities including: Collaboration with OA and its internal/external customers to facilitate L&S activity coordination throughout the CBP enterprise Oversight of activities related to: Lifecycle logistics policy development Integrated lifecycle logistics and sustainment planning and implementation support for systems/technologies through concept, acquisition, deployment, and retirement Enterprise strategic, operational, and tactical cost-wise readiness mission required performance-based outcomes Independent Logistics Assessment support Lifecycle Logistics Management workforce development support Enterprise logistics and sustainment data-driven analytical rigor support across all product support elements for planned and deployed systems and technologies Asset management and training support Warehouse support and management Further support may include, but is not limited to:Gathering and analyzing information used to prepare briefings, status reports, updates, and developing presentations related to technical programs. This will include analyzing existing client documentation for useful data, tracking progress, and participating in meeting/workshops to provide note taking support, task management updates, and status reporting and reviewsSupporting development of project and program management tracking capabilitiesMonitoring research progress and preparing status reports, milestone tracking, and other deliverables including briefings, graphics, and presentationActive engagement in the preparation of acquisition documentation to include tasks such as: development of solicitation material, administration of source selection reviews, assessing technical solutions, and developing funding documentation with a particular emphasis on the technical and strategic content of procurement packagesProviding support/leadership for related studies and analysesAttending meetings and providing meetings reports and summariesProviding high level visionary advice to program/project manager or senior leadership to influence objectives of complex efforts.Performing routine tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.Coordinating, tracking, and providing assistance in responding to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership, with a particular emphasis items requiring technical content and information.

 

Personnel Management Responsibilities include:

Candidate sourcing, identification, and interviewing.Promoting and enabling professional development and goal achievement through mentoring and coaching.Maintaining Noblis’ financial hygiene, including monitoring, reviewing, and approving timecards and expense reports, to ensure timely and accurate accounting.Working collaboratively with the Task Order Manager to thoroughly understand employee tasking and expectations.Supporting business development through business intelligence gathering, proposal writing efforts, and color team reviews.Providing exemplary client support and division level leadership as a role model for staff.Providing annual appraisal input and evaluation to reflect regular engagements throughout the year. Required Qualifications A  minimum of 15 years of acquisition logistics planning and sustainment experienceDemonstrated experience leading teams in the execution of projects and assignments.Eligibility to receive DHS SuitabilityPossession of a Secret Clearance Desired Qualifications Active DHS Suitability and a Top Secret Clearance are preferred.Demonstrated experience distilling complex technical topics, requirements, and concepts into plain language for diverse sets of stakeholders to include strong technical writing skills.Demonstrated experience conducting in-depth research in support of studies and analyses.Demonstrated experience managing logistics, specifically with application to acquisition programs.Demonstrated experience in:Lifecycle logistics policy development Integrated lifecycle logistics and sustainment planning and implementation support for systems/technologies through concept, acquisition, deployment, and retirement Enterprise strategic, operational, and tactical cost-wise readiness mission required performance-based outcomes Independent Logistics Assessment support Lifecycle Logistics Management workforce development support Enterprise logistics and sustainment data-driven analytical rigor support across all product support elements for planned and deployed systems and technologies Asset management and training support Warehouse support and managementExcellent communication, collaboration, and presentation skills. Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
