LOGISTICS MANAGEMENT OFFICER (TITLE 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a LOGISTICS MANAGEMENT OFFICER (TITLE 32), Position Description Number D2434000 and is part of the IL 183 WG, National Guard. Responsibilities As a LOGISTICS MANAGEMENT OFFICER (TITLE 32), GS-0346-13, you will provide overall senior level supervisory management of the logistics personnel and programs. Major Duties - This is NOT an all-inclusive list: Manage complex base logistics functions to include Operations Compliance, Cargo Movement, Air Transportation, Logistics Plans, Vehicle Maintenance and Management, Ground Transportation, Fuels Management and Material Management. Direct and coordinate logistics activities including the authorized procurement and provisioning of supplies and services and management of materials and equipment. Exercise independent judgment involving major decisions and actions that have a direct and substantial effect on the organizations and programs managed. Manage all Wing and Geographically Separated Units deployment/redeployment processing, ensuring the deployment readiness of the members. Provide definitive guidance on interpretation of regulations and directives, regarding all classes of supply and multiple logistics services, and assists units, organizations, and activities in installation logistics and transportation matters. Use personal judgment and discretion with broad latitude to develop supplements to regulations and directives to fit specific state logistic requirements. Plan, recommend, develop and issue approved policies affecting logistics support and operations. Resolve policy issues at NGB and the State level of the organization where the complexity is such where other employees have been unable to develop solutions. Responsible for identifying all base logistics concerns that are or could adversely affect the readiness posture of the command, installation, or mission in the interest of readiness, compliance and safety and develop corrective action plans to resolve deficiencies/concerns. Provide senior level supervisory oversight for the Wing's Logistics Readiness war and domestic logistics capabilities. Counsel employees regarding problems and complaints. Responsible for overall management of the units' resources, manpower, equipment accountability and internal controls. Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: OFFICER ONLY. Minimum rank Maj, not to exceed rank of Lt. Col. SPECIALIZED EXPERIENCE: GS-13 Level - MUST possess specialized experience which includes at least 1-year of equivalent experience of the next lower grade of GS-12 preforming duties including: identifying activities involving logistical support operations; integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan; monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan; identifying delays or problems and developing corrective actions. SUPERVISORY SPECIALIZED EXPERIENCE: MUST possess the experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words.
