LOGISTICS MANAGEMENT OFFICER (TITLE 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a LOGISTICS MANAGEMENT OFFICER (TITLE 32), Position Description Number NGD1066000 and is part of the TN ARMY Army National Guard. This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 110. Responsibilities As a LOGISTICS MANAGEMENT OFFICER, GS-0346-13, you will collaborate with the AASF Commander, AASF staff, and supported unit commanders to plan, develop, and implement long and short-term plans to effectively use aircraft and flying hours, and to accomplish vital training and operational missions. Review aircraft maintenance and related material support requirements with respect to specific objectives, relative priorities, capabilities and limitations. Review and evaluate higher-level headquarters' directives and policies for AASF implementation. Oversees the preparation and execution of budgets for man-days and funds to resource AASF logistics requirements. Through subordinate supervisors, direct staff and production functions related to aircraft maintenance, production support, material services, ground support, and facility services. Coordinate maintenance activities with supervisors, various facility activities, and higher echelons of maintenance such as regional AVCRAD's, Aviation and Missile Command (AMCOM), NGB, program managers, etc. Through subordinate supervisors, manage the facility environmental program, thus ensuring compliance with local, state, Federal and military regulations. Evaluate through performance indicators (e.g. Unit Readiness and Aircraft Operational Readiness) the activities of the AASF logistics functions to ensure optimum production in accordance with established policies and prescribed directives. Perform MTFs to determine airworthiness of aircraft supported by AASF. Consult with supported unit commanders in planning and executing training or contingency exercises involving individual or multiple units in support of unit readiness. Coordinate with supported units to ensure adequate logistics workload to support proficiency-training requirements. Coordinate planning and resources with other units and higher headquarters to cevelop CONUS and overseas deployment requirements. Review Unit Status Report (USR) data, analysis reports, and other sources of information to determine strength and weaknesses of units. Administer a sound personnel management program to ensure that personnel in staff, supervisory, and technical positions are highly qualified and motivated. Consult with subordinate supervisors and training specialists on training needs. Administer a safety and security program within AASF logistics functions. Maintain an aggressive quality assurance program to ensure that performance and quality standards are met. Serve as focal point for AASF automation. Assume full dues and responsibilities of the AASF Commander in his/her absence as required. Participate in conferences, seminars, or study groups as the logistics representative for AASF. Prepare for and participate in various types of readiness evaluations. Work under the broad direction of the AASF Commander. Perform other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: O-3 UH-60L/V/M PIC with over 50 hours as a PIC. Applicant must submit a DA FORM 759, individual flight record and flight certificate and FAA or aviation certification from accredited military aviation school as part of basic application for this position. Candidates will have Property Book Officer (PBO) responsibility as an additional duty; experience as PBO or Logistics Officer is preferred. GENERAL EXPERIENCE: Experience or training which demonstrate the ability to follow instructions and safely operate the type of equipment required to accomplish the duties of the position. SPECIALIZED EXPERIENCE: Must have 36 months or one year at the next lower level experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Education Education Requirement: None Substitution of Education to qualify for this position is not available.
