Responsibilities Serves as a Logistics Management Specialist with responsibility for planning, directing, coordinating, managing, and reviewing actions concerned with life-cycle materiel and maintenance requirements, operations, and systems essential to the mission of multiple activities at the Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center. Oversees the Command Maintenance Discipline Program (CMDP) to include Program Implementation & Management and Equipment Utilization & Maintenance. Manages and oversees the Center's Master Driver Program; Test, Measurement, and Diagnostic Equipment (TMDE) calibration and support; Contract support with Logistics Readiness Centers (LRCs); and conducts fleet management for General Services Administration (GSA) assigned and Army-owned non-tactical vehicles (NTV). Requires the ability to manage, maintain, and train others in applicable databases such as General Services Administration (GSA) Fleet, Federal Acquisition Statistical Tool (FAST), the Army Enterprise Systems Integration Program (AESIP) Hub, the Army VANTAGE Data Analytics Platform, and Global Combat Supply System-Army (GCSS-Army). Identifies and establishes material maintenance actions and comprehensive plans to ensure objectives and procedures are in place to support mission acquisition and life cycle sustainment goals. Monitors progress toward meeting the logistics plan and identifies any cause, impact, and solution to delays or other problems. Plans and establishes current and long-term objectives with supervisor support. Interprets technical policy, procedures and regulations and provides technical and administrative advice and assistance to resolve highly complex and controversial technical and administrative problems and develops policy for guidance in future situations. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 (GS-11 equivalent grade level or higher) in the Federal Service which includes: 1) Providing support for logistics equipment and maintenance programs in life-cycle materiel and maintenance requirements, operations and systems such as Command Maintenance Discipline Program (CMDP), the Master Driver Program, General Services Administration (GSA)-assigned and non-tactical vehicles (NTV) management, and expertise in life-cycle materiel and maintenance requirements, operations, and systems; 2) Assessing the effectiveness of logistics maintenance programs, analyze feedback from customers and senior leaders, interpret relevant regulations, policies, and laws, and formulate recommendations to enhance overall program operations; and 3) Delivering service and support to both internal and external customers, leadership, and partners by formulating and effectively communicating goals, tasks, policies, and procedures through both verbal and written channels. Additional Information This announcement uses the STRL direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is being filled under the Direct Hire Authority (DHA) Mission Support Positions (STRLs) authorized by 85 FR 78829 dtd 12/07/2020. This is a Science and Technology Laboratory Personnel Demonstration Project position and incorporates the GS-12 step 01 through GS-13 step 10.
