LOGISTICS MANAGEMENT SPECIALIST
Summary The primary purpose of this position is to function as a logistics management specialist providing strategic and operational analysis and decision making in support of planning, development and execution of logistics policies and programs supporting air transportation and supply chain distribution operations. Is responsible for projects/studies that involve substantial breadth and depth of analysis of a major air transportation and logistics program area. Responsible for management of one or more programs. Monitors and adjusts programs based on funding and direction from senior leadership. Analyzes air transportation logistics issues and develops Air Mobility Command (AMC) policy. Is responsible for data analysis, developing new methods and recommending policy changes. Develops briefings. Prepares, schedules, and delivers briefings and oral/written presentations as requested. Conduct logistics projects that require analysis of interrelated issues to analyze and make recommendations. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of Department of Defense (DoD) and Air Mobility Command (AMC) policies and procedures to plan and develop air transportation and supply chain operations to satisfy requirements and interpret DoD operations policies, procedures, and guidelines. Practical knowledge of systems design along with familiarity of requirements and operational understanding of air transportation and supply chain distribution during all stages of operation/execution. Knowledge of major issues, program goals, work operations, and managerial channels of organizations involved in logistics plans. Knowledge of analytical techniques and evaluation criteria used in measuring the effectiveness and efficiency of air transportation policies and programs to improve operations, support plans, and in developing and modifying work methods. Knowledge of support requirements to provide coverage of funding, supply, training and a variety of other technical support activities. In depth knowledge of air transportation and supply chain distribution practices and operations to plan and accomplish a variety of complex work assignments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In depth knowledge of laws, regulations, policies, procedures, and techniques for program analysis in support of developing guidance, and interpreting policy direction. Broad knowledge of the Air Transportation mission, roles, functions, organizational structures, and operation of the organizations that govern, interface with, and/or influence the transportation/logistics management process. Working knowledge of various computer systems that pertain to logistics management and air transportation operations and those systems required to perform the work. Knowledge and skill to independently apply a full range of analytical and evaluative methods and techniques to plan, coordinate, and evaluate logistics program planning and programming, requirements, procedures, and activities and analyzes issues to formulate solutions to complex problems. Knowledge and skills to prepare, develop and present effective/professional oral and written presentations and to deal effectively with all levels of personnel including key managers, operating officials, and senior leadership. Ability to plan and organize work and prepare, coordinate, staff, and implement policies, procedures, programs, and directives; inspire, motivate and guide others towards goal accomplishment; and organize and lead special study teams and taskforces with members from different organizations and commands. Knowledge of contractual processes, procedures, and technical requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
