Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located in the Business Management Branch of the Regional Network Enterprise Center at Fort Riley, KS. Responsibilities Manages the non-expendable, durable, and expendable IT and installation property and supplies, establishes and maintains primary and sub-hand receipts; meeting and coordinating logistical actions with the 22 sub-hand receipt holders. Receives, issues and turns-in excess property, inspecting NEC areas for compliance with regulations pertaining to property and logistics management. Performs other duties such as non-tactical vehicle management, liaison with the Directorate of Logistics (DOL), facility work orders, government purchase card holder, and key control. Serves as the Regional Command Supply Discipline Program Coordinator and advises the command with regulatory compliance regarding logistics operations. Plans resolutions of logistics management issues and assures adequate support for all elements of the Regional Network Enterprise Center and tenant organizations. Serves as the primary government purchase card holder and executes purchases in accordance with the Federal Acquisition regulation and local SOP. Anticipates supply requirements with regard to budget constraints and deadlines. Conducts staff coordination to ensure that supply program initiatives and actions are successfully completed. Conducts market research regarding purchases and maintains supporting files. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one (1) year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) managing IT and installation property receipts; 2) inspecting Network Enterprise Center (NEC) areas for regulatory compliance pertaining to property and logistics management; and 3) maintaining facility work orders, supply program initiatives, a government purchase card, and key control. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
