Logistics Management Specialist
Summary You will serve as a LOGISTICS MANAGEMENT SPECIALIST in the MATERIAL DEPARTMENT of CDR NAVY EXPEDITIONARY COMBAT COMMAND. Responsibilities You will serve as lead program manager for all Property Accountability Program (PAP) execution across NECC/NECCPAC units and coordination with OPNAV, SYSTEMS Commands, and Operational Units. You will apply knowledge and experience of diverse navy expeditionary commands’ logistic systems and governmental funding policies to accurately develop PAP funding goals and execution strategies. You will report to the Director, Force Allowance (N431) and will perform a full range of responsibilities for the subordinate staff consisting of one or more Logistics Management Specialists. You will consolidate and analyze data from multiple APSPs comprising PAP and provide gap analysis to set goals and objectives. You will develop correspondences and naval messages related to the Property Accountability Program (PAP). You will assure that the appropriate level of access is available by the N8 department by coordinating with the E-pillar lead to adequately perform the functions that ensure inventory is mapped to allowance authorizations. You will develop guidance and policy for expeditionary enterprise for materiel/equipment management related to readiness, influencing decisions and building consensus across various organizations to achieve objectives. You will ensure accurate accountability of TYCOM managed TOA government equipment, and all requests, turn-ins, and centrally managed items are prepared in accordance with appropriate regulations. You will provide and enforce policy and procedures for TOA management in the Inventory Management System in-use by the force such as DPAS-WH, DPAS-PA. You will conduct inspections and audits on requisition, receipt, storage, issuing, and inventory practices of equipment and supplies and enforce regulations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience using supply policies and procedures and supply fields equipment configuration and commodities, including Civil Engineering Support Equipment, Combatant Craft and Boats, repair parts, inventory management, physical inventory, the Naval Material Accountability Campaign, and property accountability processes and procedures. Experience applying methods to analyze and determine the effectiveness of supply and accountability programs and procedures. Experience performing in-depth analysis of large quantities of data, potentially from various sources, and develop sound conclusions and recommendations. Experience communicating and articulating staff actions internal to the Directorate to synchronize actions through the management of the Property Accountability Program (PAP) to a standardized materiel, supply, and inventory discipline requirements supporting TYCOM initiatives. Experience using diverse Navy expeditionary commands' logistic systems and governmental funding policies, to accurately develop PAP funding goals and execution strategies; develop annual PAP reviews and development execution plans. Submit PAP execution reports for Operation & Maintenance Navy (O&MN), Program Objectives Memorandum (POM), and projects supplemental funding across the Future Year Defense Plan (FYDP). Experience in Budget Submitting Office (BSO) planning, programming, and budgeting in support of TYCOM and Fleet Requirements for procurement and sustainment. Experience processing and presenting information from staff personnel into a coherent and succinct flag level brief/point paper with a time constrained requirement and with setting goals and performance elements that support higher level strategic goals and objectives.
