LOGISTICS MANAGEMENT SPECIALIST

The primary purpose of this position is to broaden the skills and/or enhance the leadership abilities of the incumbent, while contributing support to the mission and function of the organization. Responsibilities DUTY 1: Performs career broadening duties while providing DPMO analytic and technical expertise, assistance and oversight for implementation, integration and ongoing maintenance and improvement of USTRANSCOM logistics capabilities. Provides guidance on performance, efficiency and use of best business practices across transportation, distribution and logistics related organizations. Conducts assessments of organizations, processes and systems. DUTY 2: Critical Career broadening assignments include serving as a senior advisor on development of emerging joint, interagency and multinational deployment, distribution and logistics capabilities. Establishes, performs, and leads studies innovation and initiatives in logistics programs. Conducts analysis, development, and change recommendation activities and the supporting expertise. DUTY 3: Represents the organization on distribution and logistics issues at meetings and conferences. Serves as a representative and spokesperson in communicating program and project matters. New joint distribution and logistics capabilities require analysis and documentation. Meetings and conferences in many cases are to negotiate mutually satisfactory agreements, to identify and resolve distribution and logistics issues, and ensure concerted action by involved parties. Establishes, develops, and maintains effective working relationships with counterparts at Combatant Commander, Service, DOD, and other local, state & federal government, commercial and nongovernmental organizations. DUTY 4: Optimizes use of resources and maximize efficiency and effectiveness. Specifies required systems, metrics and processes. Responsible for associated business processes, resource management, analysis, systems management, strategic planning, metrics and training. Establishes metric and analysis systems to assess efficiency, effectiveness, and compliance with procedures. DUTY 5: As a technical transportation advisor/expert, provides transportation expertise related to defense transportation and logistics policy and issues. Researches and analyzes transportation policy, doctrine, public laws, rules and their regulatory documents for purpose of establishing new DOD policy and procedures. Modifies DOD regulatory and doctrine guidance to support improvements in DPO processes or procedures Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Mastery of knowledge of logistics planning and transportation processes related to distribution planning and execution. Recognized functional expert in assessing logistics procedures to perform supply chain contingency execution planning. Extensive working knowledge of deliberate/crisis action planning processes, acquisition, Planning, Programming and Budgeting System (PPBS), and functional transportation issues affecting command mission and force projection. Expert knowledge of all organizations including DOD, Joint Staff, military Services and Defense agencies dealing with supply chain distribution systems, particularly those organizations that relate to logistics plans, transportation, and supply. Broad working knowledge of logistics planning issues concerning deliberate planning process, crisis action planning, and development of Time Phased Force Deployment Lists (TPFDL) and execution. Extensive knowledge of distribution execution processes including requirements identification, mode determination, passenger and cargo processing, and billing process. - Knowledge of public laws, regulations, directives, doctrine, and policy governing mobility deployment, distribution, and redeployment, logistics information systems, and DOD transportation. As a recognized expert, plans for and develops new policy and program guidance to resolve problems affecting segments of existing transportation/logistics associated with the DTS. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and recommend improvements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to a full range of deployment, distribution and logistics management to include cargo and passenger movement, supply chain management, equipment maintenance, warehousing, planning and operations, under peacetime and wartime conditions to develop and recommend policies and procedures. 2. Knowledge of a wide range of strategic distribution, logistics and supply chain concepts in warehousing, transportation, fleet management, supply, and logistics planning to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of strategic visions, to evaluate overall process effectiveness, and to recommend methods to help optimize use of resources and maximize efficiency and effectiveness. 3. Knowledge and skill in applying logistics analytical and evaluative methods and techniques to issue or studies concerning the efficiency and effectiveness of program operations and recommend improvements. 4. Ability to assimilate, analyze, and evaluate data to formulate command positions; skill and ability to articulate and defend command requirements, and present reports in final format. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy, including senior officials in OSD, the Joint Staff, DLA, GSA, TCCs, and other government and federal agencies. 6. Ability to plan, lead and organize projects. 7. Ability to develop logistics information systems capabilities and anticipate/identify logistics issues associated with logistics planning and transportation requirements. Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
