Summary You will serve as a LOGISTICS MANAGEMENT SPECIALIST in the PRIORITIZATION PLANNING and CLASS EXECUTION BRANCH (N43B), MATERIAL READINESS OFFICE of COMMANDER LITTORAL COMBAT SQUADRON TWO. Responsibilities You will be responsible for planning, estimating, scheduling, evaluating all assigned ship class availabilities and track the status of mandatory technical requirements (MTR) listed in the After Baseline Authorized Work Package (BAWP). You will report the status of these actions monthly to the COMLCSRON TWO staff and to Surface Maintenance Engineering Planning Program (SURFMEPP), providing a listing of authorized and approved modernization items scheduled for each availability. You will review, analyze and plan continuous maintenance requirements in comparison to the available budget, maintenance availability and operational schedules and determine the priority for accomplishing those maintenance requirements. You will simultaneously plan up to five CNO Availabilities and allocating funding ranging from $5.6 Million to $11.9 Million (9,000 to 19,400 mandays respectively) per hull per 28.8-month operating interval. You will coordinate with ships' Port Engineers (PE) to produce deferral requests to report mandatory class maintenance plan items that cannot be executed as required and route those requests to type desk for approval and provide copies to SURFMEPP. You will ensure all mandatory technical requirements (MTRs) are screened and brokered for accomplishment prior to the due date or request a deferral as per the Joint Fleet Maintenance Manual (JFMM). You will coordinate with other Type Desk Officers (TDOs), Type Desk Assistants (TDAs), Modernization and Program Managers, PEs and Engineering representatives to recognize, identify trends, risks, concerns and recommend solutions. You will communicate daily with PEs and Combat System Port Engineers (CSPEs) to coordinate maintenance schedules, tracking work packages and repair progress and provide status updates to brief COMLCSRON TWO management. You will review all new Ship Change Documents (SCDs) for completeness and consistency with current policies and technical applicability while negotiating with NAVSEA Program Executive Office (PBO) LCS for appropriate prioritization and scheduling. You will monitor maintenance events and ships' schedule to ensure that total ship readiness assessment, continuous maintenance availabilities and windows of opportunity for assessments and maintenance are occurring on time. You will represent the command at meetings and conferences dealing with current and long-term planning, standardization, modernization, and technical issues affecting Class Configuration, Life Cycle Management, modernization planning and execution. You will establish and maintain liaison with counterparts at OPNAV, NAVSEA, USFFC, Naval Surface Force Pacific (CNSP), CNSL, COMLCSRON ONE, Naval Supervisory Activities and support contractors regarding plans for major industrial availabilities. You will prepare, coordinate all technical documentation requirements, answer, and process incoming and outgoing routine correspondence dealing with individual class ships while assisting or conduct training of designated COMLCSRON TWO personnel. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience includes knowledge of naval ships and their components, operation, maintenance, repair, and overhaul of shipyard systems. Experience includes thorough knowledge of industrial, Navy shipyard, Intermediate Maintenance Facility (IMF), Intermediate Maintenance Activity (IMA), and Regional Maintenance Center (RMC) procedures and practices as they relate to repair, alteration and modernization planning and execution. Experience in planning, screening, executing control and logistic support for future repair and overhaul of HM & E, electronic and weapon systems. Experience includes expert knowledge of the interrelated programs/processes required for the maintenance of major surface ships, from introduction into the fleet through their useful life. Experience includes knowledge of ship depot maintenance management to plan, screen and advise on manpower requirements, financial requirements, equipment and supply requirements, training, storage, transportation and facilities requirements, and industrial resource capabilities to facilitate maintenance to include Integrated Class Maintenance Plans (ICMPs), technical specifications repair standards and guidance documents. Experience demonstrating familiarity with Integrated Logistic Support (ILS); Maintenance AIS Systems; management of major ship maintenance periods, and associated management reports. Experience interpreting and/or adapting Fleet level policies and procedures that serve as guidance and the ability to develop approaches to solve varied logistics problems. Experience includes expert knowledge of pertinent laws, regulations, policies, and precedents affecting the requirements and operations of intermediate and depot level maintenance and modernization (fiscal management methods, practices, and techniques; manpower, material, facilities, and services). Experience presenting and defending recommendations or positions to COMLCSRON, CNSL management and related technical staff and present the Material Readiness Branch at meetings. Experience developing persuasive presentations, briefings, and position papers supporting COMLCSRON, CNSL and Material Readiness Branch options and decisions.
