LOGISTICS MANAGEMENT SPECIALIST (TITLE 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D1925000 and is part of the IL 183 WG, National Guard. Responsibilities As a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), GS-0343-12, you will serve in a staff capacity as Logistics Manager for the AMOS with responsibility for analyzing logistics contingency readiness programs and plans, providing advice and assistance to the upper management, providing long-term logistics planning for the squadron capability to support mobility requirements and the integration of all logistics functions to improve the readiness and the government's ability to move equipment, materials, and personnel. Major Duties - This is NOT an all-inclusive list: Provide advice and assistance to the squadron leadership on logistics business processes and performance/efficiency of the squadron. Brief and instruct operations personnel on mission preparations including: combat effective mission execution. Administer refresher and advanced training to ANG military AOC WS positional specialists. Instruct logistics readiness officers, air transportation craftsmen, and other assigned air mobility personnel in advanced aerospace operations applications using current AOC systems of record. Perform as instructor and/or examiner. Conduct training utilizing AOC/AMD plans and operations processes, procedures, systems, and specific positional duties. Provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of squadron strategic visions. Provide technical oversight for plans, goals and standards for readiness and performance capabilities of the squadron. Evaluate overall logistics effectiveness, modernizes and transforms current business operations and support systems, and modifies logistics strategic planning. Collaborate and plan with other managers and appropriate personnel to coordinate and/or integrate operations and interests of other organizations. Conduct Command and Control over all subordinate air transportations elements of the AOR/JOA. Monitor mental attitudes and individual problems of assigned personnel that might adversely affect mission performance. Instruct logistics readiness officers, air transportation craftsmen, and other assigned air mobility personnel in advanced aerospace operations applications using current AOC systems of record. Monitor progress during training and advises when AOC personnel are ready for positional certification. Interview instructors, logistics readiness officers, and air transportation craftsmen, and other assigned air mobility personnel to discern operational background to determine type, sequence, and extent of required training. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. The incumbent must obtain and maintain a Secret or higher security clearance and be knowledgeable in the proper handling of classified documents. Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Min rank eligible 2LT. Max rank allowed Maj GENERAL EXPERIENCE: MUST possess the experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management; knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess the experience, education, or training, which includes at least one year at the GS-11, analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies; experience presenting and discussing complex matters in a clear and convincing manner; experience in communicating with people from various backgrounds and circumstances SUPERVISORY EXPERIENCE: MUST possess the experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
