LOGISTICS MANAGEMENT SPECIALIST (TITLE 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D2060000 and is part of the IL 108, National Guard. Responsibilities As a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), GS-0346-7/9, you will serve as the organizational Property Book Officer (PBO) responsible for routine accomplishment and oversight of property accountability functions. This is NOT an all-inclusive list: Keep current on and ensure the implementation of policy statements, regulations and directives concerning logistics and property accountability activities. Maintain property book accountability utilizing an automated system and related computer programs to account for property. Ensure documents are accurate and properly input into the automated system. Establish administrative procedures and oversee the flow of documents and reports to assure complete, accurate, and timely submission of data. Make decisions based on the commander's guidance and intent in the area of property assignments. Establish quality control procedures and oversee the edit of property management source documentation. Provide technical guidance and assistance to all organizational logistic personnel pertaining to the accountability of all property assigned to the organization. Coordinate with civic officials, club officers and school officials for such things as recruiting activities, communities support projects, natural disaster or civil disturbance planning, use of facilities for training for such things as recruiting and security of those facilities. Develop, implement and evaluate the logistics and property accountability policies for the organization. Ensure compliance with the command supply discipline program, command maintenance discipline program, and other directed command inspection programs. Coordinate and conduct annual supply reconciliations with the state level headquarters for all elements of the organization. Conduct a quarterly backorder reconciliation of non-expendable property. Determine shortages of authorized non-expendable equipment and direct authorized substitutes in accordance with appropriate regulations and directives. Responsible for the formal accounting of ammunition for the purpose of force protection or ceremonial activities. Resolve problems on error listings and provide guidance to subordinate organizations. Perform continuing analysis of the property accounting and equipment status reporting system to assure data provided is complete, accurate and timely. Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens Military Grades: Enlisted Only - May not exceed the rank of SFC GENERAL EXPERIENCE: MUST possess experience, education or training involving judgment and/or analytical ability in the logistics field; Experience using computer and automation systems. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience which includes at least 12 months at the lower GS-07 level, education, or training involving detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities); Experience integrating actions of a variety of specialized support activities in order to meet program goals; Experience interpreting and applying regulations, laws or practices; Experience planning and organizing work assignments. GS-07 Level - MUST possess specialized experience which includes at least 12 months at the lower GS-05 level, education, or training involving knowledge of organizations and their functions in logistical support; Experience integrating actions of support activities to meet program goals; Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks and comply with regulations, laws or practices. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education at the graduate level in an accredited college or university in the must demonstrate the knowledge, skills, and abilities necessary to do the work. If you are using education to qualify for the GS-09 Level, a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related is required.
