Logistics Resources Specialist
Summary This position is located in the Architect of the Capitol, Office of the Chief Executive Officer (CEO) for Visitor Services Planning, Operations, and Evaluation Division. Responsibilities The Logistics and Resources Specialist will perform contracting, uniform, project and logistics management, procurement, inventory, and customer service functions to support CVC visitor and retail operations. While making use of cutting-edge technology and cooperation amongst CVC divisions to guarantee significant and unforgettable guest experiences. The person chosen for this role will fulfil the duties of: Contracting Officer Representative Serve as Contracting Officer Representative (COR) and develops Statements of Work (SOW) for leading edge technologies, such as scheduling software, equipment, tools and support for the United States Capitol Visitor Center (CVC). Monitor progress and evaluates performance against contract requirements. Maintain comprehensive records on expenditures and services performed. Evaluate the operational status of equipment for life-cycle replacement or upgrades to achieve state of the equipment and service. Ensures that all commercial work is warranted to the extent possible. Maintain required information for the budget cycle. Receive, respond to and ensure the resolution of management requests for assistance on issues related to both the equipment and uniforms. Participates in the review of bids, contractors’ negotiations and technical and business discussions with contractors. Work closely with the Planning, Operations and Evaluation division to develop and execute contracts, purchase items and execute budget. Serve as the primary liaison to vendors to resolve maintenance problems that are complicated and non-routine. Project Management Establish evaluation criteria and measurements to assess projects. Schedule, direct and coordinate contracts for installations, upgrades and maintenance of equipment and systems. Manage all aspects of project finances. Ensure the latest trends and state of the art technologies in design, alterations, space management, contracting, negotiations and knowledge management are applied. Independently develops innovative solutions to address unanticipated project complications. Ensure completion of project documents, makes certain they are uploaded into systems of record to track established performance metrics and historical trends. Negotiate and coordinate project plans, budget objectives and schedules with partners and customers and management to establish expectations and informs of project status. Brief management on cost, impact, feasibility, alternatives, issues, recommendations and status of project development. Logistics Management Procure, maintain and inventory visitor support equipment and supplies such as Assisted Listening Devices, stanchions, podiums, Automated Electronic Defibrillators, wheelchairs, umbrellas, etc. Excise equipment following CVC procedures. Develop documents and updates standard operating procedures related to inventory, distribution and usage of equipment and uniforms. Inventory all items in electronic inventory management system. Coordinate with the CVC divisions on inventory system and procedures. Develop new or modified evaluations of equipment. Summarizes in written form and communicates results and recommendations of analyses. Drive or direct the use of ADA compliant shuttles. Work closely with the Visitor Operations Managers and shuttle drivers on cleaning, operating, and maintaining shuttles as well as shuttle maintenance and operation schedules. CVC Uniform Management In charge of contract creation and acting as the uniform contract's COR, oversee every facet of the CVC uniform process. As a full-service provider, this position acts as the point of contact for CVC uniforms and is responsible for making sure that all CVC employees receive their uniforms on time. Serves as the point of contact for any typical questions, concerns, or issues, and provides top-notch customer service. Ensure that employees are trained on the uniform process and ordering correct uniform components. Actively participates in on boarding and off boarding process to ensure that employees understand the uniform process in order and receive their uniform components in a timely manner. Initiates and carries out safety education activities, promoting safety awareness with division staff. Coordinate the delivery of training courses such as Response to Active Shooter, Emergency Evacuation, Internal threat/external threat. Communicate with staff on safety standard operating procedures to build and reinforce a strong safety culture. Ensure that work proceeds safely and initiating or correcting unsafe conditions in managed areas by applying a comprehensive understanding of and adherence to applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations. To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the all of the following: Creating, recording, and maintaining standard operating procedures for the allocation of inventories and the use of uniforms and equipment. Participating in the review of bids and contract negotiations. Serving as the point of contact for personnel as well as external stakeholders about any uniform common queries, concerns, or problems.
