As an auxiliary enterprise within the Division of Student Affairs, the LSC is a comprehensive student union recognized nationally as one of the leading university centers. The LSC annual operating budget is approximately $40 million. Nearly 125 full-time career staff and 650 student and hourly staff serve approximately 24,000 people entering the facility on a daily basis and hosts approximately 13,000 annual events and meetings. Areas within the Lory Student Center include the CSU Bookstore; Campus Activities; Lory Dining Services; Marketing; Operations; Student Leadership, Involvement & Community Engagement (SLiCE); and an extensive array of business and service partners. The Talent Development Team’s purpose is to: support & resource the life cycle of LSC employees. The team members work to discover, dream, design, and deliver Human Resource services for LSC employees. The work of Lory Student Center staff members is guided by and in alignment with CSU’s Principles of Community, the Division of Student Affairs Values, and the Lory Student Center Mission. Department website:lsc.colostate.edu Position Summary The Lory Student Center Human Resources Coordinator is accountable for administering and supporting policies, procedures, and programs that will develop and sustain an inclusive, collaborative, and high-performance workforce. This position will provide HR operational oversight, as well as expertise/guidance with required data management systems at CSU ( TMS , HRIS , Oracle etc.). This position will promote and support a collaborative team environment, informed by the LSC mission, the Division of Student Affairs values as well as the CSU Principles of Community. This position will partner heavily with LSC department Directors to ensure alignment and understanding of the needs of the departments and the HR services required to meet those needs. Comprehensive and consistent leadership of the HR functions is expected to develop and execute personnel strategies in support of the overall strategic mission of the LSC . These functions include organizational and performance management, change management, equal opportunity advocacy and representative, training and development, and employee relations consulting services. The Human Resources Coordinator will provide HR guidance to department leadership and staff. The Human Resources Coordinator is responsible for making decisions, problem solving, and formulating processes for a complex organization. The LSC consists of more than 125 career staff, including Administrative Professionals and State Classified employees, and approximately 650 student hourly employees within eight (8) departments. This position reports to the Human Resources Generalist and provides guidance, supervision, oversight, and management of all HR functions, including all aspects of payroll. Required Job Qualifications + Bachelor’s degree in Human Resource Management, Business or Public Administration, Labor Relations or similar fieldORa High School Diploma (or GED ) plus a minimum of four years of broad HR generalist experience with progressive responsibility experience in human resources, labor relations, and/or equal opportunity administration in higher education, government and/or private industry. + Demonstrated verbal and written communication skills and ability to effectively relate complex information to a variety of audiences. + Developed knowledge of MS Office/Office 365 (Outlook, Excel, Teams, Word). + Demonstrated commitment to and support of a diverse and inclusive employment environment. Essential Duties Job Duty CategoryLSC HR Payroll Operations Management Duty/Responsibility + Responsible for developing, implementing, and managing efficient and effective payroll processes for payroll in excess of $10m annually. + Contribute to the LSC SHAPE Training & Talent Development program by supporting staff training planning and execution, program attendance, and committee membership to further support the mission and purpose of the LSC + Support LSC colleagues and actively model a collegial work environment by demonstrating diversity, equity, and inclusion. + Manage LSC HR/Payroll process and procedure manual documentation to ensure material is user friendly, accurate and up to date for users. + Provide the hiring forms and instructions for completion to all supervisors of new hourly employees. + Counsel and train area managers on new hire procedures and provide understanding of new hire forms, importance of accurate start date, and I-9 compliance based on University, State and Federal guidelines. + Maintain payroll records based on university policies and requirements, as well as operational needs, ensuring security of records and related information. + Schedule and attend new hire appointments obtaining required documents from new hires, and review for accuracy and completeness. + Input personnel data into Oracle system. Verify I-9 for compliance with University, State, and Federal Guidelines and complete Section 2, Employer Review and Verification, in the Equifax System. Set up personnel folders for Admin Pro, State Classified and Graduate Students. + Approve all employee type new hires in Oracle. Email respective authorities who need to approve any actions that require multiple levels of approvals. + Work with Student Employment to manage any new hire errors, work study issues, start date discrepancies, and approval delays. + Embrace and apply the tenets of a team model with professional and student staff to sustain an inclusive work environment that fosters a culture of belonging in support of multiple and intersecting identities. + Provides efficient and effective communication HR processes, events, projects, changes, etc. + Arrange for delivery of personnel documents to the university HR department. On an on-going basis, invite new hires to complete LSC Orientation. Track attendance in Bridge and send reminders and updates to supervisors. + Assist with supervisor accountability with on/offboarding procedures. + Monitor and inform supervisors of non-student hourly employees when their nine (9) month limitation is up and they are no longer eligible to work. + Counsel and assist international students with the I-9 paperwork and process. Provide guidance during the international student hiring process including information regarding obtaining a social security number, and completion of the W-4 with the guidance of Foreign Tax Services + Serve as a resource on and maintain all aspects of human resource needs for administrative professionals, state classified and hourly employees in the LSC . Design, implement and manage HR/payroll operational procedures to ensure adequate internal controls, quality, efficiency and effectiveness. + Review and approve Oracle Personnel actions, checking for accuracy, completeness and compliance with university provisions and policies. + Serve as the HR Liaison and point of contact for LSC HR matters outside the department. + Represent the LSC in the monthly central HR meetings. + Review salary payroll hours and leave for accuracy and ensure supervisors adhere and approve deadlines. Aid employees in entering timeclock hours and leave time. + Reviews, verifies data, investigates discrepancies, and distributes employment status reports as needed. + Collect, verify and input gratuities from Dining Services and Catering into excel spreadsheets, and submit to HR Payroll. + Sort and file personnel documents in appropriate files. + Provide information for employees needing to update information using the HR System Self-Service function. + Assists in the development, administration, and supports for policies and procedures in alignment with LSC and CSU strategies as well as HR best.
