In this role, you will be a member of the Facilities Maintenance & Operations Section and will report to the Facilities Maintenance & Operations Supervisor. You will have responsibility for the collection and validation of information and data from multiple sources for analysis, correction, and reporting. Will perform analysis of Cybersecurity related matters taking care of Facilities OT/ICS/BAS/EMCS and metering Information systems. The selected candidate will have the responsibility to analyze Facilities SCADA systems for input into various reporting tools. Additional training will be provided on the specifics of these systems.
Acting as a System Administrator for the properties in the Facilities NASA RISCS SCADA and JPL ITSDB System Security Plans(SSPs) inspect and maintain the current versioning of Operating Systems and installed Applications to ensure compliance with policies. Coordinate with the ISO and support and perform network configuration, analysis, firewall rules, Zone Access Requests, interconnections, new applications, troubleshooting and the like! Maintain the SSPs in accordance with JPL and NASA requirements. The successful candidate will also perform configuration, programming, testing and troubleshooting of the specific individual systems in the SSPs as seen fit by the ISO.
Inspect, and evaluate the quality of work performed by subcontractors. Identify deficiencies in work performed and reference contract clauses where subcontractor is in non-compliance. Maintain and generate reports to verify subcontractor performance. Identify activities beyond the scope of the sub-contractor’s area of responsibility and coordinate with the ISO for implementation.
Reviews compliance to ensure that the configuration aligns with JPL and NASA requirements.
Ensures configuration and repair of M&O Facilities OT/ICS systems are performed according to industry and regulatory standards.
Conducts technically challenging quality inspections, identifying deficiencies.
Participates and contributes on teams or via ad hoc assignments with engineers at other NASA Centers to review, update, and develop facilities OT/ICS procedures, guidelines, standards, and practices. Centers of Expertise (CoE’s) and peer working teams are examples.
Collaborates with operations personnel in implementing technology improvements, provides mentorship and training as appropriate to promote proper operation and maintenance of equipment.
Supports JPL Facilities EMCS Engineering and M&O subcontractors in identifying and troubleshooting OT/ICS related issues.
The following qualifications are required:
Typically requires a bachelor’s degree in electrical engineering and computer science, or related technical field with a minimum of 3 years of related experience; or Master’s degree in similar field with a minimum of 1 year of related experience or PhD degree in a similar field.
Familiarity with the NIST Cybersecurity Framework and its application in OT/ICS.
Knowledge in Building Automation Systems programming and fixing aspects.
Knowledge of applicable practices and standards in the crafting, reviewing and updating OT/ICS procedures and guidelines related to OT/ICS.
Fixing capabilities with Building Automation Systems.
Proficient in MS Office programs and PC application programs.
Experience in problem solving; proven excellent verbal and written communication skills; documentation skills; self-starter; ability to work with project teams in a multifaceted and fast paced, technical environment. Work optimally as a member of a team and independently.
Preferred Qualifications:
Strong ability, desire and flexibility to tackle assignments as they are generated within the Jet Propulsion Laboratory (JPL) Facilities Maintenance and Operations (M&O).
Experience with Tridium/Niagara/Distech/Schneider Power Monitoring/Aveva-Wonderware.
