Description of Work

This position is responsible for a wide variety of tasks focused on the maintenance and repair of facilities and facility systems located on NC DOT Ferry Division property. Knowledge of all of the common trades is required in order to adequately understand the needs of each maintenance request and construction project. Position functions at the intermediate to expert level in skilled trades such as carpentry, electrical, plumbing, and HVAC. General knowledge of the operation and maintenance of water and wastewater treatment systems is preferred.
Work includes developing project plans, producing accurate project cost estimates, assisting with yearly budget creation and tracking, making final technical decisions on project plans, identifying and coordinating with local contractors as needed to support Unit work plan, administering the work order system, requisitioning and purchasing material and supplies; maintaining stock procedure for tools, parts and supplies; and advising management concerning the technical aspects of maintaining, replacing, or renovating facilities. Demonstrated experience in effectively performing technical and administrative functions related to management of a work unit is essential.
Position will be responsible for supervising up to 15 direct reports, all of which will be Maintenance Technicians. Duties will include formulating performance plans tailored to each employee, reviewing and evaluating their work, identifying and providing them with professional growth opportunities, and supporting their career development through direct training and guidance; and interviewing and recommending applicants for vacant positions and counseling and disciplining subordinates when necessary.
The position will be part of the Unit Management team that develops and manages the Unit budget and prioritizes projects accordingly. Responsibilities include organizing current Unit tasks, keeping track of the status of tasks via software provided, assigning tasks to crew members appropriately, and reporting on projects and maintenance tasks as directed by management. Position normally works under limited administrative and minimal technical supervision and is responsible for inspecting the facilities regularly for maintenance needs and hazards.
Position requires frequent travel as the service area includes the Manns Harbor Shipyard, Currituck-Knotts Island Ferry, Hatteras-Ocracoke Ferry, Swan Quarter Ferry, Pamlico River Ferry, and the Harbinger Marine Maintenance Office/Yard. Overnight travel is not regular but may be necessary for certain projects.

+ Demonstrated ability to perform administrative duties required of the position using hardware and software provided so that the Unit is well organized, plans are fully developed and carried out to completion, and tasks and projects are tracked effectively.
+ Demonstrated experience with, and demonstrated ability to use, Microsoft Office programs, web-based meeting platforms, and other technology commonly utilized in office settings.
Minimum Education and Experience Requirements

Associate's degree in construction management, air conditioning, heating and refrigeration technology, industrial maintenance technology or mechanical engineering technology from an appropriately accredited institution and three (3) years of progressive experience in construction or facility maintenance including two (2) years of supervisory experience in construction, maintenance and/or repair of buildings and facilities; or
High school or General Educational Development (GED) diploma and five (5) years of progressive experience in facility maintenance or construction including journey level experience in at least three (3) building or mechanical trades including two (2) years of supervisory experience in construction, maintenance and/or repair of buildings and facilities; or an equivalent combination of education and experience.
Necessary Special Qualification: May require current certification by the EPA as a Type I, II, III or Universal technician as required by 40 CFR part 82, subpart F.
