**POSITION PURPOSE:** Under general direction, assists in planning, developing, coordinating, supervising and managing the operation and maintenance of a wastewater treatment plant. This may also include solids handling and maintenance and shift operations. Assume responsibility for total operation in absence of the project manager. May have direct responsibility for modifying and implementing the VNA EH&S program. Depending on assignment may be in a training role to assume future project manager assignment.
**PRIMARY DUTIES / RESPONSIBILITIES**
+ Depending on assignment, supervises the work of operators, maintenance and laboratory personnel.
+ Participates in personnel administration include assistance in review of plant staff performance and preparation of annual evaluations of direct subordinates. Assists in selecting new hires.
+ Assist in meeting effluent quality consistent with NPDES permit requirements.
+ Submits status reports to the plant manager on maintenance budget, and personnel safety, and be spokesperson for company policies and programs dealing in safety.
+ Maintains cost control in all areas.
+ Supervises implementation and modification of computerized maintenance management system (CMMS).
+ Observes required confidentiality of personnel, process and proprietary VNA information.
+ Modifies, implements, and administers all plant procedures and policies.
+ Maintains a vigorous safety program and committee to reduce risks and accidents.
+ Maintains continuous training program for all employees.
+ Schedules, assigns work, and supervises shift operations and operators.
+ May schedule, assign work and supervise laboratory director, industrial waste monitoring inspector and maintenance supervisor depending on location.
+ May review, modify and supervise implementation of process control strategies.
+ Maintains absolute confidentiality with respect to all company/plant information available to him/her.
+ Responsible for the submission of monthly flash reports and reports with the exception to designated recipients.
+ Maintains effective working relationships with all plant personnel, clients, VNA staff, regulatory agency personnel and the general public.
+ Performs miscellaneous duties as required.
**PHYSICAL REQUIREMENTS / WORK ENVIRONMENT**
+ Must be available to respond effectively to emergency situations at the plant during normally scheduled "off duty" hours.
**Qualifications**
**Education / Experience / Background**
+ A combination equivalent to a high school diploma and four (4) years' experience in the operation of a wastewater treatment plant.
+ Additional course work in environmental sciences applicable for reporting purposes and awareness level that any project work may fall under.
+ Two (2) years of demonstrated and documented supervisory/management experience.
**Knowledge / Skills / Abilities**
+ Ability to communicate effectively both orally and in writing.
+ Ability to train others in the proper operation of all equipment in the plant.
+ Ability to manage multiple projects from start to finish in a timely manner.
+ Handle or oversee all procurement for maintenance staff and Major Maintenance projects.
+ Develop a floating 5-year LRP for the client and adjust accordingly.
+ Be involved in participating in all PSM activities, audits etc.
+ Coordinate tracking audits with admin and P.M. as required to maintain updated expenses on all maintenance activities.
+ Assist in all safety meetings and safety training at the plant.
+ Work alongside Operations Manager to develop a list of maintenance work and planning such activities.
**Required Certification / Licenses / Training**
+ Must maintain up to date advanced Red Cross first aid and CPR cards.
+ Must possess an appropriate level of state certification.
+ Must possess and maintain a valid driver's license.
