Summary This position is located in Great Smoky Mountains National Park, in the Facilities Maintenance Division. This job announcement is open to receive applications from the first 100 applicants. Responsibilities Additional Information: This is a Career/Career-Conditional Full-time appointment. Current or former time-limited (temporary and term) employees of a land management agency eligible for permanent positions under the Land Management Workforce Flexibility Act (LMWFA). Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation. Major Duties: The incumbent is responsible for the day-to-day supervision of the work unit. The incumbent's responsibilities include providing technical support and knowledge on preventive maintenance, new construction, repair and rehabilitation, stabilization, emergency repair, recurring work and life cycle management of Historic Structures (i.e. administrative, public use facilities, residential buildings, cabins, barns, outbuildings etc.) Supervises employees with the following skilled trades: historic preservationist, carpentry, painting, masonry, concrete, and semi-skilled trades such as plumbing, electrical, etc. Creates schedules, and assigns work, tracks progress of and completion of various projects and maintenance duties, and the over quality of completed projects, and maintenance duties of subordinate employees through Performance appraisal process, counsels and praises employees. The incumbent is responsible for the inspection of work to insure employee and public safety, will assess structures for future planning, will work closely with engineering and architectural staff to insure preservation of cultural resources (Historic and Architectural fabric and historic construction methods) regarding rehabilitation efforts. Consistently informs Buildings Branch manager regarding status of projects, preventive maintenance operations, budget updates, and personnel issues. Serves as Point of Contact (POC) for smaller projects within each area. Performs Other Duties as Assigned. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis. Housing may be available. Condition of Employment: Must be able to obtain and maintain a Contracting Officer's Representative Level 1 within 1 Year of Entrance on Duty. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability to lead or supervise (SCREEN OUT) Knowledge of equipment assembly, installation, repair, etc. Technical practices (theoretical, precise, artistic) Use of measuring instruments Ability to interpret instructions, specification, etc. (includes blueprinting reading) Ability to use and maintain tools and equipment Knowledge of materials If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR ยง575.102 is not eligible for a recruitment incentive. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: The incumbent will accomplish assigned prokects. These projects will be assigned throughout the 500,000 acres of the Great Smoky Mountain National Park. There are 129 Historic Buildings and an additional 330 other buildings. Travel time to and from assigned work sites can be significant. The incument and direct employees may occasionally assist with other parks located in other areas of the Southeast Region. Working Conditions: Work sites will range from office settings to outdoor temperature extremes of -10 degrees F in the winter and +90 degrees Fin the summer. Employee will at times be exposed to adverse temperatures and weather conditions such as blowing snow and driving rain. The work site can be dusty, contain fumes and other hazardous materials. Subject to cuts, flying splinters and chips, and injury from power and hand tools. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
