Responsibilities You will serve as the first line supervisor in the Facility Sustainment Branch, Public Works Department, Naval Support Activity. You will supervise the maintenance, repair, alterations and operation of all building, structures, utilities, roads and grounds aboard Naval Station Activities (NSA) You will organize, coordinate, schedule and direct the work activities of shop trades in performance of repair or specific work. You will purchase material and equipment for maintenance and specific work using available supply sources and government purchase card. You will visit work sites daily to assess work progress, procedures, and methods. You will ensure labor timecards submitted by shop personnel are timely and completed properly. You will serve as a point of contact for all personnel performing functions to receive orders for the Facilities Sustainment Commodity Manager, the trouble desk or the Planners and Estimators. Requirements Conditions of Employment Qualifications Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time.Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the job elements and screen out listed below. The Screen-out Element for this position is: Ability to do the work of a Maintenance Mechanic Supervisor without more than normal supervision performing duties such as:1) Planning a variety work plans for trade practices (e.g., electrical, pipefitting, plumbing, or HVAC repair) to complete the installation, modification and repair of facility equipment; 2) Demonstrating the ability to make routine decisions regarding execution of policy which has been interpreted or established by the next higher level; and 3) Providing immediate supervision to non-supervisory shop personnel in several related trades by planning, assigning and directing work, training subordinates, initiating personnel actions, requisitioning tools, materials and equipment, enforcing disciplinary and safety regulations and good housekeeping practices, and performing related duties. **NOTE: This experience must be fully and clearly supported in your resume. Education Additional Information This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. Workspace Environment: The incumbent spends some portion of the time at his desk and in planning sessions. The reminder of the time is spent at job sites pre-scoping work, inspecting finished work, inspecting routine programs such as preventive maintenance and receiving, classifying, stocking and issuing material. Physical Effort: The incumbent frequently carries and sets up parts and equipment that weigh up to 50 pounds. Hoists, holders and pulleys are available when required. The incumbent makes inspections from ladders, scaffolding and platforms where the parts of systems inspected are frequently in hard to reach places. Therefore, stooping, stretching, bending and kneeling are required for periods of time. The incumbent often must climb, stoop, and crawl to perform inspections. Work is usually outside summer and winter and/or in unheated buildings. Overtime may be required. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
