The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events.
SLFPA-E, Operations Department is directly responsible for the three (3) Permanent Canal Closure and Pumps (PCCP) located along the southern shore of Lake Pontchartrain on London Ave., Orleans Ave., and 17th Street drainage outfall canals in Orleans Parish. The PCCP stations collectively house 17 drainage pumps and 30 Caterpillar, Inc. (CAT) C-175 primary generators along with other ancillary generators, mechanical and electrical equipment required for operation.
The incumbent in this position performs advanced level responsibilities in the Permanent Canal Closure and Pumps (PCCP) division of the of the Southeast Louisiana Flood Protection Authority - East. The incumbent will report directly to the Facility Assistant Maintenance Manager - A Controls Division, will perform daily preventive maintenance duties and inspections at London Ave., Orleans Ave., and 17th St. Canal Pump Stations, and regardless of level within this CPG, will be trained as a Pump Station Operator.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
One year of the required experience for the following minimum qualifications must have been on-the-job experience:
Three years of experience or training in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or as a parks building and grounds attendant; OR
Completion of a two-year vocational technical program in general building construction, construction technology, or engineering plus one year of experience in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or as a parks building and grounds attendant; OR
Twelve semester hours in construction management, construction technology, or engineering, or any combination of these courses plus one year of experience in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or as a parks building and grounds attendant.
Job Concepts
Function of Work:
To provide assistance, guidance and limited support for an assigned group of not less than (2) two Maintenance Repairers and/or performing advanced journeyman level work in two or more of the following trades: Heating, Ventilation, Air Conditioning, Plumbing, Machinist and Welding; to independently maintain, service or to maintain, repair and install a variety of building machinery and stationary equipment using journeyman skills in several trades areas.

Supervision Received:
General from a maintenance supervisor of higher grade
Supervision Exercised:
Leadworker over Maintenance Repairers (minimum of 2) on a regularly assigned or recurring basis.

Job Distinctions:
Differs from other Maintenance Repairer jobs by its function as a leadworker and/or performance at the advanced journeyman level in the HVAC, Plumbing, Machinist, and Welding trades.
Examples of Work
70% Operations and Maintenance
+ (MRM level) Inspects and approves the work of MR1’s and MR2’s and provides guidance for subordinates as directed.
+ Requisition supplies and materials as needed.
+ (MR1 & MR2 levels) Takes direction from MRM or higher level within the chain of command and performs work in accordance with all proper safety and technical standards.
+ (All Levels):
+ Serves as pump station operator and shall be responsible for the operation, repair and rehabilitation of all station storm pumping operation equipment and its accessories.
+ Ensure all painted surfaces are free of rust by removing rust, priming, and painting. Ensure gate structures, controls, and operating equipment are all in working condition. Insure operational ability of valves, pumps, and motors.
+ Ensure that all components necessary for the operational and functional ability of the pump stations are in good working condition.
+ Maintain and make repairs to mechanical and/or electrical equipment on all navigational flood gates, structures and movable bridges. Maintain generators, pumps, hydraulics and gears used to operate the floodgates and perform repairs as required. Inspect and operate floodgates, generators and bridges and check for operational deficiencies. Perform maintenance on all equipment assigned for their usage.
+ Operate small marine craft for carrying out maintenance and inspections.
+ Participate in the painting, plumbing, carpentry, masonry repairs and electrical work to SLFPA-E’s buildings and equipment.
+ Participate in the daily housekeeping of the facilities, including sweeping, pressure washing, and collection and removal of accumulated trash and storm debris
20% Education and Training
• (MRM Level) Coordinates work assignments and training for other staff, i.e., Maintenance Repairer l’s, other Maintenance Repairer 2’s, and Trades Apprentices assigned to the PCCP division of the Operations Department.
• (All Levels) Participates in FPA-E and Outside training and other educational resources offered to keep skillset current or to learn new skills as needed by FPA-E in the operation and maintenance of the PCCP facilities.
10% Other Duties
• Perform other duties or assignments as directed by supervisor or higher-ranking personnel and may be outside of the position’s normal department.
NOTE:The incumbent is on 24-hour call and will be required to report for work and remain there in case of emergency (hurricanes, storms, or other conditions which could lead to flooding) until such emergency subsides. During such time, the incumbent may be required to perform other duties or assignments as directed by supervisor or higher-ranking personnel, including but not limited to working areas in and around the FPA-E’s jurisdiction such as at the Lake Borgne Barrier safe house, Franklin Facility, PCCP Stations, or operate floodgates for protection during a storm related or emergency event. Additional emergency-related duties may include placing and removing stop logs during high water, the making of sandbags, placing and removing sandbags, and the placing and removal of barricades and traffic cones until such emergency has subsided and employees are released through orders of Regional Director.
