Job Summary
This position works 37.5 hours per week.
The positions allocated to this class perform skilled, journey level work relative to their department of hire:
+ Park Operations, Fair & Expo: work involving multiple mechanical and trade areas (carpentry, electrical, mechanical, HVAC, plumbing, masonry or other related trades).
Incumbents are responsible for keeping the heating, air conditioning, electrical equipment and other building and facility plant support systems in operational order under the general direction of a Facility Manager, Operations Manager, or designee. General equipment maintenance, repair or installation may include such equipment as pumps, HVAC, boilers, generators, valves, regulators, plumbing and other related equipment. Work is performed with considerable independence, and includes diagnosing malfunctions, repairing equipment, utilizing technical equipment and specification manuals.
TOTAL COMPENSATION: $59,706 - $83,623 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
Examples of Duties
Park Operations:
+ Performs new construction and installation work such as carpentry, electrical, plumbing, painting, mechanical, HVAC, masonry or other trades work on County Parks and Recreation Services facilities and structures.
+ Performs specialized maintenance of playing fields, ornamental planting areas, hard surface areas, swimming pools, various "court" facilities, waterfront areas, picnic areas, trails, and other park facilities.
+ Assists with Conservation Futures trail head and trail maintenance; building, maintaining, repairing, and improving the trail head parking areas, hiking trails, and working with local volunteer groups on the building of new trails.
+ Manages the removal of hazard trees, and thinning and pruning trees, in parks and other Parks properties
+ Oversees complex assignments through completion.
+ Ensures project assignments conform to standards and code requirements.
+ Provides direction, assistance, and training to other parks maintenance staff assigned to specific project.
+ Performs routine maintenance and repair work assignments at other park locations or during emergent and seasonal scheduled events.
+ Performs advanced level carpentry work, such as: complete construction of new park facilities or structures, oversees complete remodel or rebuild of existing, facilities, fixtures or structures including roofs, walls, doors, windows, cabinets, floors, framing, siding, and other related carpentry work.
+ Performs irrigation repairs, installation bow out and energization.
+ Performs advanced level electrical work, e.g., installation of new electrical breaker panels, fuse boxes, and power circuits, works from blueprints, schematic drawings, or sketches, installs new conduit and wiring from power source to panel box, install, repair or replace electric switches, outlets and interior or exterior wiring.
+ Operates department owned domestic water systems, including several water systems, Fish Lake and State line wells.
+ Applies herbicides and pesticides to manage vegetation and control pests.
Applicable to both Park Operations and Fair & Expo:
+ Plans and organizes various maintenance, repair, and construction projects.
+ Uses and operates a wide variety of construction equipment, hand and power tools.
+ Determines materials, supplies, cost estimates for projects, and orders supplies and materials.
+ Performs repair, maintenance, and troubleshooting on motors, fixtures, switches, HVAC equipment, and other electrical equipment or appliance.
+ Performs plumbing maintenance and repair assignments, such as: installing new plumbing systems; laying out pipes; running hot and cold water lines; installing or replacing sewer lines, toilets, sinks, basins, water tanks, drains, and other related plumbing assignment. Repairs or replaces faulty parts or fixtures; reseals or repacks plumbing fixtures.
+ Performs painting assignments from rough to finish coat, uses paint brush, roller, and spray equipment, applies stains, varnishes, lacquers, and enamels to a variety of surfaces, prepares surfaces for painting using scrappers, sandpaper or pressure washers, fills in cracks and holes using wood putties or other filler materials.
+ Performs welding or other fabrication assignments on equipment, facilities or structures.
+ Performs masonry work such as preparing and pouring cement or concrete, install or rebuild foundations, sidewalks, retainer walls, curbs, outdoor courts, and related park fixtures and structures.
+ Uses and operates all shop equipment, heavy equipment, hand/power tools, and other trades, maintenance, and construction related tools and materials.
+ Performs other related duties as required/assigned.
Minimum Requirements
+ High School Diploma or equivalent.
+ Three (3) years of experience in the repair and maintenance of similar equipment.
+ Coursework or training in related trades skills such as electricity, electronics or air-conditioning may substitute for up to one (1) year of the experience requirement.
+ Possession of a valid Driver's License at time of hire and throughout employment.
Additional qualifications specific to the department of hire:
Parks Operations: Possession of a valid First Aid Certification, including CPR and AED, required within six (6) months of hire. Additional certifications, licenses, and/or special endorsements that may be required, or required to obtain within six months as a condition of new employment, or encouraged of persons performing in this class specification, include but are not limited to:
+ Washington State or equivalent “Class A” CDL with tanker endorsement
+ National Certified Playground Safety Inspector (CPSI) certification
+ Washington State or equivalent Pesticide, Herbicide license/certifications
+ Journey level certification in one or more of the following trades is preferred: carpentry, masonry, painting/sign making, welding, plumbing, and electrical.
+ Washington State Backflow Assembly Testers certification
+ Washington State Water Treatment Operator 1 certification
+ Washington State Water Treatment Operator 2 certification
+ Washington State Water Distribution Manager certification
+ Washington State Water Distribution Specialist certification
+ Washington State Cross Connection Control certification

PAID TIME OFF
Spokane County Observed Holidays
Up to 10 (ten) paid holidays are observed by Spokane County.
PTO
Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.
Vacation
For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).
Sick Leave
Sick leave is earned at 1 day per month and can be taken as the days are accumulated.
Other Leaves
Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.
INSURANCE BENEFITS
Medical Insurance
Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Group Life Insurance
The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.
Long Term Disability Coverage
Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
RETIREMENT
Retirement Plan (401a)
Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.
Additional Retirement Plan Option (457b)
Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.
VOLUNTARY BENEFITS
AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.
Travel Assistance
Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.
Flexible Spending Plan (FSA)
Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.
Voluntary Term Life Insurance
Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
