**Job Description**
The Facilities Operations Analyst provides high-level executive administrative management and advanced professional organization to ensure efficient and effective operations for the Facilities Management Department. This position works closely with the Director of Facilities to analyze, develop, improve and implement operational systems and workflows, facilities policies, and manage administrative functions of the department such as budgeting, project accounting and work orders with the goal of optimizing efficiency, cutting costs, and promoting sustainable operations. This position acts as subject matter expert to provide evaluation, coordination and methodology for the organizational management of the operations, projects and recordkeeping.
**Position Responsibilities**
+ Coordinate and manage key processes and organizational duties for the financial and project operations of the Facilities Department. This includes, but is not limited to:
+ Initiate purchase orders, requisitions, contracts and documentation for both operations and projects. Receive and verify invoices for payment approval.
+ Analyze and prepare contracts for professional services, construction, and facility services.
+ Create and administer RFP’s (Request for Proposals) and contracts as required by law and Minnesota State policy.
+ Ensure contractors and vendors submit required insurance, payroll, performance bonds, and other contract specific documents required by each contract.
+ Analyze contract expenditures and resolve discrepancies.
+ Collect, analyze, develop and provide data, reports and policies to optimize departmental operations including managing all records and data for the Facilities Department. This includes, but is not limited to:
+ Evaluates the Facilities Management division's operational systems, procedures, and workflows to identify areas for improvement, to optimize efficiency, cut costs and waste, while also minimizing the environmental impact.
+ Develop and analyze records for work schedules, overtime hours, sick leave usage, vacation usage, training hours, B3 utility benchmarking, VFA, and FCI building audits.
+ Create and manage an electronic recordkeeping system of all related administrative documents so that accumulated data and other materials are filed systematically and can be easily retrieved.
**Minimum Qualifications**
+ Three (3) years providing executive level administrative, data management analysis, or related duties
+ Demonstrated experience in streamlining work procedures, analyzing project management processes for efficiency, and continually identifying and improving systems.
+ Demonstrated skill in developing, implementing, and revising administrative and program policies, procedures and service standards.
+ Ability to provide consistent customer service to identify needs, meet quality standards, evaluate satisfaction, and gather information tactfully while sometimes navigating difficult situations.
+ Demonstrated advanced ability to use standardized office software to facilitate functions of the job including Microsoft Excel analysis, Word and PowerPoint, Outlook advanced skill collecting, organizing, analyzing, and summarizing data including the ability to work with complex data sets, maintain data quality and engage in validation exercises.
+ Strong written and oral communications skills, including the ability to present issues clearly and concisely to a wide variety of audiences.
+ Experience with budget development, business acumen and strong organization and problem-solving skills.

**Preferred Qualification**
+ Two-year degree.
+ More than three years of experience in a related field.
+ Related analytical certificates for demonstration of skill.
+ Progressive experience providing executive level administrative support, data management or related field aligned to this position.
+ Experience working within Minnesota State or working with higher education data.
+ Experience organizing, conducting, and participating in meetings with administrators, faculty, staff, students, and community stakeholders to accomplish assigned tasks.
+ Working knowledge of campus facilities structure, design and construction project management, vendor agreements and payment processes, and government funding.
