MANAGEMENT ANALYST
Summary This position is for a MANAGEMENT ANALYST, PD# T5180000, part of the Nevada National Guard. The purpose of this position is to serve as a management analyst in the USPFO and direct Central Issue Facility (CIF). Provides management analysis regarding logistical and/or fiscal accountability for the equipment and resources assigned to the CIF in the USPFO and performs a variety of review assignments involved in developing, analyzing, evaluating, and/or in providing management assessments. Responsibilities 1. Reviews organizational information regarding inventory management, storage management, equipment coordination fiscal and supply management utilizing inspection reports, applicable Department of Army (DA) regulations, and activity mission statements to identify tentative sub-objectives or firm objectives regarding stock record operations. Performs management studies of organization's auditable entity to identify potential problems such as reviewing operating procedures and management practices of the activity. Prepares audit lead sheets to identify potential weaknesses in internal controls. Conducts troubleshooting and management studies to ascertain the need for changes in existing management systems or methods of operation such as work processes, functional responsibility, operating techniques, organizational structure and other factors effecting the efficient and economical use of available resources. 2. Assignments involve several specialized areas of management such as organizational analysis, work methods and standards, procedure analysis, and management statistics. Participates in providing management consulting services on all aspects of improving management operations for the state. Provides liaison assistance, as required, to external organizations with responsibility for coordinating their activities with the USPFO. Performs follow-up assignments on agreed upon review findings, recommendations, and monetary benefits made during previous audits engagements. Reports to the Supervisor on the status of corrective actions taken by functional activities. 3. Accomplishes management studies by applying best business practices and basic audit techniques to gather, document, and summarize data. Prepares working papers and files to document management studies. Prepares management studies which present findings identifying causative situations and recommending corrective action. Conducts or participates in the discussion of findings with activity personnel. Makes necessary adjustments based on this discussion. 4. Responsible for the work of assigned personnel. Performs the supervisory and managerial responsibilities. Assigns work to functional staff members in accordance with established organization mission and functions, workload fluctuations and personnel availability. Defines and interprets governing policies, procedures and regulations. Provides financial advice and renders decisions on major problems. Reviews operating procedures and policies with respect to the desired performance objectives of management. Advises management of operating areas at risk of not achieving desired performance and recommends corrective actions. Develops or directs the development of new or changed internal operating procedures and instructions. Assigns and reviews work daily, weekly or monthly; ensures production and accuracy requirements are met; approves leave; and recommends performance standards and ratings. Plans work to be accomplished by subordinates, sets and adjust short-term priorities and prepare schedules for completion of work. Assigns duties to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of employees. Advises, counsels or instructs the employees on both work and administrative matters. Interviews candidates for vacant positions and recommends appointments, promotions, or reassignments to such positions. Hears and resolves complaints from employees referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures--such as warnings and reprimands--and recommends other actions in more serious cases. Identifies developmental and training needs of employees, providing for or arranging for needed development and training. Finds ways to improve production and increase the quality of the work directed and also develops performance measures. 5. Performs other duties as assigned. GENERAL EXPERIENCE: Must have experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management, knowledge of the National Guard organizational structures, functions, procedures, and techniques, and experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 1-year specialized experience, education, or training equivalent to at least the next lower grade level (GS-07), which includes experience, education, or training that has provided application of practices, theories, techniques, and methods of management, and experience analyzing, interpreting, and developing policies and procedures of local management. Must also have experience in managing the function of the work to be performed, experience which includes leading, directing and assigning work of personnel. Education There is no specific education requirement for this position. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.
