Summary The incumbent serves as a management analyst within the Veterans Health Administration (VHA), Office of Executive Correspondence. The incumbent has the primary responsibility for reviewing and analyzing incoming correspondence addressed to the Secretary, Deputy Secretary, Under Secretary for Health and the VHA. The incumbent will determine the action required of the program or staff office, VISN or VA Medical Center, who should respond, and determine the appropriate priority. Responsibilities This announcement will close on 01/21/2025. The first 100 applications received will receive first consideration. Major duties include, but not limited to: Provides guidance, consultation, and leadership on all administrative office functions and serves as a liaison between the Program Offices and the Office of Executive Correspondence. Responsible for executing projects in support of the program office. Proactively and independently works with VHA Leaders to identify needs and develop information products to meet those needs. Produces information and evaluates/analyzes, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Works proactively with managers to ensure suspense dates are met. Reviews assignments for appropriate action including assigning, reassigning, distribution, and closing of correspondence. Distributes and provides support to 1O and 1OB Correspondence office staff, which involves reviewing VHA publications, memoranda for the signatures of the USH. Facilitates extension requests from VHA program offices and reviews final drafts submitted before closing VHA assignments and folders for the USH's signature and ensure that all appropriate concurrences are documented in the final packages and those assignments are finalized for the signature of VA and VHA Senior Leadership. Conducts research, collects information, and prepares papers on a variety of subjects. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrated skill in and ability to plan, organize, and direct work and negotiate effectively with management to accept and implement recommendations. Knowledge and skill in adapting techniques and evaluation criteria to analyze and resolve complex problems. Demonstrated oral and written communication skills. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education or superior academic achievement. (Transcripts Required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level education. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Comprehensive knowledge of the organization, operations, objectives, and policies to provide advice and guidance to staff and management officials concerning correspondence. To qualify based on education for this grade level you must have successfully completed master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., in the related field of the position to be filled. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of qualitative and/or quantitative methods in order to assist management in the assessment and improvement of VHA program effectiveness. Comprehensive knowledge of computer system requirements to identify, define, and resolve problems associated with the unique undeveloped or controversial aspects of systems management. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M. in the related field of the position to be filled.
