MANAGEMENT ANALYST
Summary You will serve as a MANAGEMENT ANALYST in the OPERATIONS AND BUSINESS BRANCH of the ENGINEERING AND PLANNING DEPARTMENT of PEARL HARBOR NSY AND IMF. Responsibilities You will be the point of contact for all personnel actions and will assist the Department Head and divisions on the completion, coordination and submission of personnel actions for processing and will monitor all on-going and projected actions. You will update all stakeholders on the status of all hiring actions occurring or anticipated within the organization. You will be responsible for technical review of supporting documents such as organization charts and shipyard organization structure. You will plan and conduct analytical studies of various divisional organizations or significant segments of several major management functions affecting more than one division to improve Department organizational structure and staffing levels. You will advise senior managers on proposed reorganizations and/ or realignment of functions and staffing level changes. You will work closely with the individual division to produce accurate workload and resource forecasts, maintain the Workload and Resources Report (WARR) and produce hiring/revitalization plans for the divisions and department. You will analyze and prepare reports for Engineering and Planning management. You will advise senior officials on results of fact-finding investigations related to distribution of work among positions and organizational codes, manpower and workforce structure. Requirements Conditions of Employment Qualifications GS-12 Grade level Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing programs, staffing levels, and workload to develop required resources, ensuring expenditures remain within project budgets to support shipyard operations. GS-11 Grade level Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical and evaluative methods to evaluate programs, staffing levels, and workload to identify trends and metrics for a shipyard.
