Summary You will serve as a MANAGEMENT ANALYST in the MANPOWER AND MILITARY PERSONNEL DIVISION (N12), MANPOWER AND PERSONNEL DEPARTMENT (N1) of NCTAMSLANT NORVA. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. GG-09 SALARY RANGE: $62,020 - $84,758 GG-11 SALARY RANGE: $75,038 - $102,546 Responsibilities You will monitor the Enlisted Distribution Verification Report (EDVR) and the Officer Distribution Control Report (ODCR) for NCTAMS LANT, component and LANT Region activities to ensure that the information is accurate. You will participate in a continuous review process in order to maintain visibility, awareness of manning and accuracy of local records. You will assist Division Head in the review of self-assessments for regional activities in preparation for Command Inspections. You will inform all Department Heads, Division Officers/Heads and Leading Chief Petty Officers of the appropriate timelines for all reporting and detaching military personnel. You will inform and distributes Pay and Personnel policy/procedural changes to all departments. You will assist Division Head with providing annual training and any additional training to all supervisors on proper guidelines and procedures. You will work with departmental administrative staffs and management to ensure accuracy of billet assignment for all military personnel. You will work with enlisted detailers, Manning Control Authority and Enlisted Personnel Management Center to keep up to date with current and anticipated manning issues. You will conduct periodic reviews of military manpower documents to ensure the “right mix” of skills to accomplish the command’s mission as directed by the Division Head. You will determine availability of officer and enlisted personnel by grade, skill specialty and security clearance. Requirements Conditions of Employment Qualifications Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: GG-09: -Experience maintaining and updating officer, enlisted and civilian Activity Manpower Documents. -Experience maintaining an automated tracking system of personnel and generating reports. -Experience using Microsoft Suite, to include Word, Excel, Outlook; SharePoint, and other job-related applications. This position is within the Work Category PROFESSIONAL at Work Level ENTRY/DEVELOPMENTAL, Series and Grade GG-0343-09. GG-11: -Experience generating recurring reports on staffing and manning levels. -Experience reviewing military manpower documents and submitting proposed manpower changes utilizing automated personnel programs. -Experience utilizing personnel pay systems such as NSIPS, MMPA, SalesForce, BOL or similar systems. -Experience processing pay/personnel transactions to include, but not limited to receipts, transfers, pay entitlements. This position is within the Work Category PROFESSIONAL at Work Level FULL-PERFORMANCE, Series and Grade GG-0343-11.
