MANAGEMENT ANALYST
Summary You will serve as a MANAGEMENT ANALYST in the Special Assistant, Command Suite of NMRTC PEARL HARBOR HI. Responsibilities You will serve as command's primary point of contact with external agencies of audits, inspections, surveys, and reviews. You will conduct workflow analysis to resolve management problems and develop and provide communication for alternative or new methods of operating. You will utilize a wide variety of analysis techniques to gather, analyze, and evaluate information. You will evaluate and analyze the adequacy, efficiency, and effectiveness of proposed and existing policies, systems, procedures, and practices. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing management principles, processes and methods for conducting a wide variety of studies using analytical tools such as workflow and task analysis to resolve management problems and develop and provide communication for alternate or new methods of operating. Utilizing a high level of analytical ability combined with a comprehensive knowledge of the functions, processes, and principles of management analysis, and the methods used to gather, analyze, and evaluate information. Utilizing analytical principles, practices, methods, and techniques. Utilizing auditing concepts and techniques established by the Comptroller General of the United States and applicable laws, regulations, and practices of the command to conduct command evaluation reviews in accordance with accepted policies. Designing command evaluation program objectives and plans to review and analyze information concerning management processes. Adapting audit techniques and practices to acquire and organize data covering a variety of work processes and functions, analyze acquired data to determine effectiveness and accurately interpret findings and formulate recommendations. Utilizing practical and theoretical aspects of the Department of Defense (DoD) Command Evaluation and other types of program studies to include methodologies, techniques, and procedures needed to coordinate and meet program objectives. Utilizing organizational structures, functions, and operations and procedures of the U.S. Navy and Bureau of Medicine and Surgery (BUMED). Utilizing financial accounting principles and techniques to be able to evaluate administrative functions involving this area. Written and oral communication sufficient to prepare and present findings and recommendations to carry out specific actions regarding controversial issues and/or selling or implementing new ideas and concepts. Establishing and maintaining effective relationships with and gain the cooperation of supervisors, managers, and co-workers on complex, controversial issues.
