Summary About the Position: This position is located at the U.S. Army National Guard Readiness Center, HCM, Civilian Management Branch, in Arlington, Virginia. About the Surrounding Area: Situated in Northern Virginia on the south bank of the Potomac River directly across from Washington D.C. Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums. Responsibilities Responsible for workforce planning, analyzing, resourcing, documentation, implementation, and management of the Army National Guard (ARNG) and the primary funding source for Army funded NGB (National Guard Bureau) personnel. Conduct and participate in studies and In-Process Action Teams (IPTs) with other ARNG, NGB, and Department of Army (DA) elements, as well as private sector contractors. Serve as a senior action officer ensuring civilian personnel actions meet standards. Evaluate proposed civilian personnel actions for consistency with applicable agency requirements for open competition, position Table of Distribution and Allowances (TDA) documentation, available labor budget, and available authorization headspace. Specialized Experience: One year of specialized experience which includes utilizing financial systems such as, General Fund Enterprise Business System (GFEBS), coinciding with the Planning, Programming, Budgeting, and Execution System (PPBES) life-cycle; implementing manpower policies and procedures to conduct analyses, studies, strategic reviews, and/or reorganizations; reviewing organizational Table of Distribution and Allowances (TDA) to monitor and maintain employment levels; providing information and guidance to personnel pertaining to mission, manpower requirements, and/or personnel action status. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Financial Management Manages and Organizes Information Organizational Awareness Workforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
