Summary This position is located in the Department of Homeland Security (DHS), US Coast Guard, YARD, Industrial Department in Baltimore, MD. Promotion Potential: If this position is filled at a level below the full performance level, the selectee may be promoted without further competition. Responsibilities You will be involved in the initiation, planning, execution, control and monitoring and close out of industrial marine projects, including shop repair and renovation. The work involves developing, analyzing, evaluating, advising or improving the effectiveness of workload forecasts, organization, manpower utilization, distribution of work assignments, management controls, information and documentation systems and or similar functions of management. Typical duties at the GS-11 level include: Reviewing and analyzing complex specifications describing customer requirements for a wide variety of vessel repair activities. Developing and maintaining detailed project specific schedules and daily tasking for the industrial shops utilizing project management software. Communicating daily/weekly with project staff members on the accuracy of project schedules and tasking, including completion percentages. Creating weekly project status reports to include cost, schedule, and performance measurements. Identifying areas of risk in meeting production schedule dates and works with project staff members on the mitigation strategy. Routinely participating in weekly/bi-weekly production and progress meetings and any other planned meeting for your assigned projects. Altering schedules to accommodate the inclusion of emergency availabilities, or major adjustments and changes in existing projects. Planning, developing and conducting internal review studies of related line functions and/or programs with technically complex characteristics. Conducting work measurement, methods, and procedures for scientific, technical or professional functions of related units with similar functions on a moderate scale. The GS-09 is developmental and will receive tailored instruction, guidance, training, and supervision designed to equip the employee with the knowledge and skills necessary for successful performance at the GS-11 level. Qualifications Applicants must have one year of specialized experience equivalent to the next lower grade in the Federal service (GS-7 for the GS-9 level and GS-9 for the GS-11 level). OR At the GS-9 level: 2 full years of progressively higher level graduate education or master's or equivalent graduate degree (such as an LL.B. or J.D.) OR At the GS-11 level: 3 full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree Or a combination of experience and education. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Conducting portions or phases of a cost effectiveness study for programs; Analyzes and prepares program status reports, etc. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have a positive education requirement.
