MANAGEMENT ANALYST
Summary You will serve as a MANAGEMENT ANALYST in the Plans, Communications, and Metrics office of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status. This job opportunity announcement has a first cut-off 50 applicants. Responsibilities You will monitor manning levels and maintain liaison with the Office of the Chief of Naval Operations (OPNAV), Bureau of Naval Personnel (BUPERS), and Manning Control Authorities to ensure optimum manning levels. You will coordinate with internal groups and others to obtain or provide information on manpower/billet status and to ensure accurate information is maintained in Total Force Manpower Management System (TFMMS). You will study the structure and/or functions of complex NCIS activities with interrelated work processes and functions to resolve complicated substantive problems affecting major programs and manpower requirements. You will propose new organizational structure, realignment of functions, and/or staffing levels to improve efficiency. You will design and conduct management surveys, research projects, and/or studies. You will develop criteria and procedures; and collects, reviews, evaluates, and interprets data. You will participate in reviews of activities being considered for organizational structure change or manpower realignments. You will present findings, options, and recommendations in sufficient detail and within sufficient clarity to permit executive-level decisions to be made. Requirements Conditions of Employment Qualifications GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with NCIS organization, chain of command, and policies to effectively support program objectives aligned with the NCIS mission. Experience shaping organizational strategy, improving operational effectiveness, and ensuring efficient resource utilization. Experience with program evaluation, policy analysis, strategic planning, financial management, and stakeholder engagement. Experience synthesizing complex information, drive change, and providing data-driven recommendations. GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working independently while providing data-driven recommendations that enhance organizational performance and decision-making. Experience conducting analyses, improving operational efficiency, and supporting decision-making processes within NCIS organization.
