MANAGEMENT ANALYST
Summary You will serve as a MANAGEMENT ANALYST in the OPERATIONS DEPARTMENT (Code 300), OPERATIONS PLANNING MANAGER (301.1) of NORFOLK NAVAL SHIPYARD. Responsibilities You will serve as the point of contact and supports the supervisor with manning requirements as well as maintaining daily workload. You will analyze departmental manning requirements, identifies needs for project availabilities, maintains hiring justifications, and recommends type and level of shipyard resources required for project team manning for the department. You will monitor manning requirements, recommend short- and long-range manning determines and review the required critical skills needed for future workloads and develop manning mitigation strategies. You will be responsible for maintaining a tracking system to monitor and account for departmental personnel and reporting/managing manning needs. You will attend bi-weekly project manning and succession planning meetings with Operations Program Managers. You will be responsible for monitoring overhead funding charges for the Operations Department and submitting the annual overhead plan. You will recommend hiring requests to be initiated to C1102 fill vacancies and assist selecting officials with the applicant certification process in USA Staffing. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with advising on manning and succession planning to include identifying trends for corrective action. Experience with providing and reviewing administrative services. Experience with overhaul, maintenance, and repair processes as they relate to manning requirements. Experience with submission of Requests for Personnel Actions as well as safety and security regulations, practices, and procedures. Experience with reviewing various programs, management information systems, and databases to collect, compile, and provide assessments of data and recommendations. Experience with consolidating data for supervisory review that provides support of the department and the ability to accept new work based on available resources.
