Summary About the Position: On an as-needed basis, provide emergency support to disaster stricken areas throughout the U. S. Employees in support of the Federal Emergency Management Agency. Responsibilities Serves as a member of the USACE Reemployed Annuitant cadre staff. Advises about funding problems in any proposed execution plan. Works with Financial Analysts to establish funds control procedures; including scheduling of funding needs, requesting of funds, budget funds received, and coordinating line item obligation and de-obligation. Assesses the impact of execution delays and assists other elements to take appropriate corrective actions. Applies a comprehensive knowledge of a wide range of analytical methods to assess and evaluate the status, effectiveness, and efficiency of programs assigned. Researches and analyzes all factors, direct and indirect, that contribute to the program's success, compares various alternatives, and recommends courses of actions that could be taken to produce acceptable results. Anticipates potential problem areas and develops recommendations for solutions. Coordinates the scheduling of construction operations. Identifies, analyzes, and recommends solutions for complex problems. Performs a variety of clerical and administrative duties which are auxiliary to the Response/Recovery work. Prepares FEMA damage survey reports; completes attachments, including photos, estimates, sketches, measurements, invoices and similar documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes applying a wide range of analytical methods to assess and evaluate the status, effectiveness, and efficiency of programs; providing surveillance of construction projects in natural disaster areas; gathering disaster data to determine the occurred damage; establishing priorities and making critical, time sensitive judgments for use of resources to save human lives; advising on any legal or administrative misappropriation or over-obligation of funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Financial Management Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Position may be filled as a Term Appointment NTE - Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
